The Kitez garbage tragedy has caused more than 30 deaths, many injuries and property damage. Investigations are still ongoing to determine the cause of the accident and whether the tragedy could have been avoided.
It has been found that the Parliament was partly responsible for playing the sabotage game.
According to KCCA, the potential disaster was discovered in 2015 when a landslide occurred there.
A feasibility study has been completed and submitted for funding pending.
Since 2019, KCCA has received only 25% of the budget needed to manage the city’s waste.
“Every solution requires resources. There is no use in developing a solid waste management plan that cannot be implemented. This is an unfunded priority. That’s what Parliament calls it. Hansard will show how many times KCCA begged for funds for Kiteezi before the Parliamentary Committee,” stressed a KCCA official who wished to remain anonymous.
It was revealed that KCCA submits these data to Parliament every year.
The latest was reportedly in January 2024.
“KCCA asked the council for funds, saying Kiteezi is a time bomb. Please give money. The council flatly refused! KCCA asked for 76 billion. How much did the council give? 10% of the required budget is used to deal with all waste management issues in the city, including paying cleaners, transporting waste and maintaining Kiteezi. It is just a tiny amount of money.”
According to the official, the KCCA ED received the notice again in July this year and immediately asked for the proposed interventions and costs. But the financial year had already ended.
“There was no money at all. KCCA informed people in the area to hold a meeting and informed security personnel about the instability of the landfill.”
“Kitiz Dam is a problem that Uganda has refused to solve for nine years. Parliament has ignored it and they know it. All the documents show that Parliament refused to support KCCA. Even the cleaners had to riot to get Parliament to respond. KCCA needs funding, not blame. You can blame the leaders all you want, but if you don’t fund KCCA, no amount of PR will make the problem go away. Who has been negligent on this issue? It’s the people who have the power to release funds for the past five years but have refused to do so. That’s it,” the KCCA official explained.
The good news is that the two investors are moving quickly to start construction of the waste-to-energy plant, but sources say the application process for the license is progressing slowly.
“The Kitiz problem will not go away because of finger pointing. Resources should be provided to the KCCA and the necessary permits to work should be issued to investors immediately.”
