Iran has a high rate of intelligence failures and the latest manifestation of this failure is the assassination of Ismail Haniyeh inside his Tehran headquarters, which puts a big question mark on the performance of Iranian intelligence and the level of infiltration of agents and espionage activities into various Iranian state institutions.

"Dismantling and destroying Iran’s Mossad network is my greatest personal achievement"

The quote was part of an interview with Iranian Intelligence Minister Ismail Khatib that was released in a video six days before Hamas politburo chief Ismail Haniyeh was assassinated in Tehran.

Khatib continued: They (referring to Mossad agents) assassinate some of our scientific figures every day, and others spread destruction in the country. Thank God, this period is over and this network can no longer affect Iran’s capabilities.

The assassination of Ismail Haniyeh in central Tehran a few days after his statement clearly signified a failure of Iranian intelligence services, and the intelligence minister’s statement suggests two possibilities: either those intelligence services did not do their job well, or this official deceived his leader with such sweet talk.

This intelligence failure extends to not knowing how this assassination was carried out, and the ignorance of the assassination scenario extends to the confusion of the media, sometimes they say that the assassination was carried out by a drone, sometimes they claim that it was carried out by a missile launched from a neighboring country, and finally the Revolutionary Guards in a statement spoke of a short-range missile carrying explosives, which weighed 7.5 kg.

This confusion and chaos made international newspapers talk about different scenarios of the assassination, the most important of which was that the agents infiltrated the headquarters where Haniyeh was sleeping to plant the explosives, and when they learned his identity, they remotely detonated it in their presence, resulting in the martyrdom of him and his guards.

But what was the reason for Iran’s intelligence failure this time?

To analyze this failure we have to have a methodology, combined with the theory of work of intelligence services in general, then we go back to the beginning of the creation of Iranian intelligence services and the factors that influenced it, and finally we come to the assassination of Haniyeh and how it happened in the heart of the capital of a country that claims to be a major regional state.

How do intelligence services work?

There is no doubt that the world of intelligence is a world of news and secrets, but precisely because it is a secret world, it becomes extremely difficult to delve into its history and current relationships.

According to the latest statistics released by the Fars Bureau of the Revolutionary Guard in 2014, there are 16 intelligence departments under the Iranian Ministry of Intelligence, distributed in the Ministry of Intelligence, Revolutionary Guard Intelligence Units, Army Intelligence and Police Intelligence.

Several factors control the nature of intelligence work. These include the nature of the political system, the general situation the country is going through and the extent to which the intelligence leadership is filled with ambitious goals. Whether personal or political; a country with future ambitions, seeks to obtain the tools of power through its various elements; it directs its intelligence services to collect armaments industrial secrets, top commercial secrets, etc. For a country with a shrinking economy, their main concern is to maintain the status of its decision-makers; it instructs its intelligence personnel to suppress or count its people and put on record a complete report about them.

We also found that the strategic decision-making process in a particular country is based on the specific elements that make up that decision, and there is no doubt that the more powerful the intelligence services are, the more role they play in decision-making.

The intelligence work mechanism consists of two parts: one is the theoretical part and the other is the practical part. The theoretical part has two main functions:

1 – Provide information and data on military, political and economic strategic areas to decision-makers in the field of foreign policy.

2 – Provides analysis, assessment, and estimation of the political, military, economic, and strategic situation of nations around the world; upon request by heads of executive departments, or when agency officials assess conditions in specific countries or regions of the world.

As for the practical part, it has one basic function, which is to carry out covert operations or actions abroad to achieve specific strategic, political or military objectives within the framework of foreign policy programs.

These operations include active, offensive action to obtain information through espionage, surveillance, and tracking, arresting spies, turning them into double agents, or putting them on trial, conducting sabotage, destroying enemy facilities, and conducting psychological warfare, including propaganda and disinformation.

Includes preventive passivity; it includes security and safety measures taken by the state to achieve security, such as: barbed wire, warning means, procedures for preserving confidential information, internal security programs, facility security procedures, personal security, and resistance to conspiracy, rebellion, and subversion. activities.

Iranian intelligence. Origins and role

In 1957, during the reign of the Shah of Iran, Iran’s intelligence agency was established, abbreviated as SAVAK.

Ironically, the occupying power’s intelligence services were also involved Zionists Mossad and CIA establish SAVAK.

Mossad can Zionists This is the intelligence service of this entity Zionists The foreign affairs expert recruited a number of Iranian dissidents to obtain information, perhaps the most notable of whom was General Ali Reza Asgari, who played a major role in Iran’s control of Hezbollah and Syria’s military system.

The institution was known for its brutality in its treatment of the king’s opponents, which gave it broad powers, transforming it into an organization not bound by any law.

Documents found when the agency was attacked during the Khomeini revolution showed that the agency’s permanent membership numbered 15,000, while its collaborators numbered in the tens of thousands, spread across various state facilities.

After Ayat’s government came to power, it disbanded the old agencies and established three intelligence agencies, one affiliated with the regular army, another affiliated with the Revolutionary Guards, and the third affiliated with the prime minister. They belong to the so-called Iranian intelligence agency. National Intelligence and Security Agency, referred to as Sawama.

In 1984, the Iranian government established the Iranian Ministry of Intelligence and Security and merged all internal intelligence agencies and re-enlisted the professional help of former SAVAK employees and agents during the Shah’s time, who were responsible for monitoring, tracking and prosecuting Iranian opponents who were critical of the Weiss regime. This incident, which the media called a serial killing, was carried out by Iranian intelligence… The assassination of more than 80 writers, translators, poets and political activists was carried out by various means, including car accidents, stabbings, shootings, and even potassium injections.

In the early nineties, the Iraq War ended, domestic opponents of the Wess regime were eliminated… The Wess regime began to spread its sectarian program in the Islamic world and began to implement its goals of regional and international rise. The relationship model with the Zionists began to shift from cooperation to competition. The Iranian intelligence agencies changed direction and began their foreign work. They carried out two bombings on the consulates of the occupied entities in Argentina. In 1992 and 1994, the embassy and the Jewish center in Buenos Aires, the capital of Argentina, exploded, killing 85 people and injuring 150 people.

These actions were accompanied by an increase in the number of Iranian intelligence services.

According to the latest statistics released by the Fars Bureau of the Revolutionary Guard in 2014, there are 16 intelligence agencies under the Iranian Intelligence Ministry, distributed in the Intelligence Ministry, the Revolutionary Guard, the Army Intelligence Department and the Police Intelligence Department.

A year ago, the U.S. Department of Defense released a 68-page book that revealed new information about Iran’s intelligence services, saying that about 30,000 people worked for the intelligence service, involved in covert activities ranging from espionage and technology theft to terrorist attacks and assassinations.

It is worth noting that the Minister of Intelligence is appointed directly by Iran’s Supreme Leader and all those who have held the position since the ministry’s inception have been clerics.

It is worth noting that after the “Green Movement” incident in 2009, the Revolutionary Guard Intelligence Department was transformed into an independent agency, which pushed it to the forefront and competed with the Intelligence Department, and was affiliated with the Intelligence Department.

Assassination of Haniyeh

On the other hand, in response to the Iranian intelligence services’ tendency to target certain Jewish interests, the entity legislated Zionists Infiltrate Iran by recruiting agents.

Mossad succeeded Zionists This is the intelligence service of this entity Zionists The foreign affairs expert recruited a number of Iranian dissidents to obtain information, the most notable of whom was probably General Ali Reza Asgari, who played a major role in Iran’s control of Hezbollah and Syria’s military system. Asgari is believed to be an Iranian source. In 2007, Israel used intelligence to bomb the Deir ez-Zor nuclear reactor in Syria in the famous Operation Bustan.

In 2012, Iran’s Interior Ministry announced the discovery of an Israeli network in central Iran that allegedly attempted to gather information on Iran’s nuclear activities.

The Zionist infiltration then continued, and over the past few years, Mossad has carried out a series of qualitative assassinations against the most heavily guarded nuclear facilities in Iran, and successfully assassinated scientists who were engaged in complex intelligence operations in these facilities.

It is worth noting that penetration Zionists These operations are performed by ordinary people.

But this time (the Haniyeh assassination), the infiltration seems to be very large and extends to government agencies. It seems that someone is in a sensitive position; because determining Haniyeh’s residence is usually secret and requires influential parties and individuals to obtain this information.

The New York Times reported that more than 20 people have been arrested in Iran in connection with the assassination of Politburo chief Ismail Haniyeh, including senior intelligence officials and military officials from Iran’s intelligence services who they believe were agents of the Israeli intelligence service Mossad. According to the American newspaper, they are still in the country.

Under international norms, the assassination of Ismail Haniyeh, who was on an official visit to a country, is considered a humiliating crime, akin to declaring a state of war against the country where the assassination took place.

But Iran’s response was to announce a strike instead of a declaration of war, which is equivalent to maintaining the rules of the game for both sides and not triggering a war, even though there is a conflict of interest between them. In a way, they will soon come together again, because the common enemy between the occupying power and the Iranian plan is the revival of the Islamic state.
