he Juan José Cárcamo, National President of the Social Security Institute (IPS) and Rodrigo Vidal, President of the University of Santiago (Usach) They agreed to establish an alliance to promote open innovation and knowledge transfer initiatives in areas such as citizen services.
This collaboration is realized for the first time under the framework agreement signed in 2023 between IPS and the Council of Rectors of Universities of Chile (Cruch).
“IPS, as part of the nation, has a responsibility to address challenges and meet the needs of the people who turn to it. This collaboration agreement with Usach is therefore very important in terms of open innovation and knowledge transfer,” said Juan José Cárcamo.
“Real innovation happens when different worlds come together to solve common problems. This challenge invites us to rethink how we can contribute to collective well-being from our universities, applying our knowledge to design solutions that have a real and lasting impact on people’s lives,” said Dr Rodrigo Vidal.
Also present at the event was Patricio Muñoz, Deputy Director of the Taxpayer Assistance Department of the Internal Revenue Service (SII), which participated as an “observer” in the first Open Innovation and Knowledge Transfer Challenge launched by IPS and Usach.
The problem you want to solve
The first effort of this joint work aims to address a range of legal and regulatory issues for people accessing the IPS ChileAtiende network. This eliminates the need to refer issues to the legal team and allows them to be resolved quickly and with high quality in a more direct manner by customer service executives.
To find tools that will help achieve this, the IPS Innovation Area will work with the Usach Council for Innovation and Entrepreneurship.

Challenges facing innovators
To work together, the two institutions agreed to organize an open innovation challenge for the public innovation ecosystem, aiming to find a “solver” to test the answer.

The collaboration with IPS constitutes an innovative opportunity to show that we can, through the Academy, be agents of tangible change in improving public services,” he explained. In this challenge, the IPS IDI (Institutional Development Innovation) institutional model will be applied and we will seek to validate it as a new approach to problem solving initiatives. This will be done through calls for knowledge generation, undertaking or funding projects, strengthening conference networks and strengthening institutional ecosystems.
Furthermore, the idea is that the proposed solution can be adapted to the realities and problems of other public services that wish to use it. Therefore, in this process, the Internal Revenue Service (SII) acts as an “observer”.
