The Alliance for the Sahel (AES) was established to strengthen regional cooperation and promote stability and sustainable development. Internal regulations The document serves as a structural framework for the internal operations and interactions of the alliance, thereby ensuring effective and transparent governance. Let’s analyze this regulation below.
Structure and organization
The AES Rules of Procedure consist of several important sections, each of which addresses specific aspects of the alliance’s operations. The document sets out the AES’s main goals from the outset, including promoting regional security, fostering economic development, and strengthening infrastructure.
Membership and Participation
The membership section sets out the criteria for becoming a member of the AES. The Sahel Declaration states that membership is open to those who adhere to the values and objectives of the Alliance. The rights and responsibilities of members are clearly defined, including participation in meetings, respect for the decisions of the General Assembly, and contribution to joint initiatives.
Governance and elections
A core aspect of the Regulation concerns the governance of the AES. The Council of the Union is the highest decision-making body of the Union and is composed of representatives elected by the member states. The main positions include President, Vice President, Treasurer and Secretary General. Elections are held regularly to ensure a dynamic and democratic representation of the member states.
Meeting Operation
The regulations also detail arrangements for holding ordinary or extraordinary meetings. General meetings are held regularly to allow members to discuss current projects and make strategic decisions. Extraordinary meetings can be called in cases of emergency or special need. A quorum is required for decisions to be valid, ensuring fair participation of members.
Financial Management
Financial transparency is a fundamental principle of the AES. The Treasurer is responsible for managing the Alliance’s funds, including maintaining accurate accounts and submitting regular financial reports. Internal audits may be conducted to ensure appropriate use of financial resources.
Discipline and Punishment
In order to maintain discipline and order within the league, the regulations stipulate the sanction procedure for non-compliance with the established rules. Depending on the severity of the violation, the punishment ranges from a warning to expulsion. We have set up a Disciplinary Committee to handle these cases and ensure fairness and justice.
The internal regulations of the Alliance for the Sahel are an important document that strictly and transparently govern the operations of the Alliance. It ensures effective management and the active participation of all members. By abiding by these rules, the African Union can continue to promote regional cooperation and support sustainable development in the Sahel region.
The Code establishes clear standards to enable the AES to operate harmoniously and efficiently for the benefit of all its members. For a complete and detailed reading of the Code, please see Official document of the internal regulations of the Alliance of Sahel States (AES)
