Security emergency: FJKL takes note of the extraordinary measures announced by the Government and invites the police to show insight and professionalism in the important fight to eradicate gangs.
Fondasyon Je Klere (FJKL) has taken note of the security state of emergency decreed by the Government of the Republic for the Western and Artibonite regions.
FJKL believes that given the barbaric modus operandi of the armed gangs, the national security emergency measures that deprive citizens of certain fundamental rights during this exceptional measure are fully justified.
The struggle for the inevitable elimination of armed gangs justifies the adoption of exceptional measures for a limited period of time in order to maximize the intervention of the forces of order against them.
However, the FJKL invited the Kenya-led forces of order and the Multinational Security Support Mission (MMSS) to show discernment and professionalism in their interventions to avoid abuses and minimize collateral damage.
However, the FJKL was surprised that the municipalities of Estrela and Gonaives did not appear in the list of areas affected by the state of emergency, while the inhabitants of these municipalities are being held hostage by the dreaded Kokorat San gang and other armed groups.
Fondasyon Je Klere (FJKL) asked the government to set up a special communications unit during the state of emergency to inform the population as much as possible about the intervention measures taken and their results.
Restrictions on the right to information during a state of emergency should not be interpreted as a total lack of information about the actions of the forces of order. Controlled information is inconsistent with false information or denial of information.
