IGG completes investigation into MUBS corruption, former principal Balunywa faces jail

The Office of the Inspector General of Government (IGG) has concluded its investigation into corruption that occurred during the tenure of former Vice-Chancellor of Makerere University Business School (MUBS), Professor Wasswa Balunywa, with unpleasant findings, this publication has learnt.

We are told that the report is coming out soon and that it makes a number of recommendations.

Sources with knowledge of the report told us that if the report is implemented, several MUBS employees (current and former) will go to jail.

Some people will lose their jobs, while others will be forced to give some money back.

Some MUBS contractors were also not spared.

Balunywa left MUBS in May last year after failing to renew his contract.

A section of the faculty later wrote a letter to the Minister of Education and Sports, Janet Museveni, and the Intergovernmental Coordination Group, detailing the extent of corruption at the Nakawa-based school, which reportedly took place during Professor Barunyiwa’s 25-year tenure as the principal.

Some of the allegations include corruption, mismanagement, abuse of power, irregular recruitment of staff, non-payment of NSSF, PAYE and other taxes of staff to the Uganda Revenue Authority (URA), irregular payment of liability allowances, deceiving members of management, irregular recruitment of relatives, girlfriends, wives and friends, refusal to pay tuition fees for PhD students, irregular creation of new departments and faculties and appointment of unqualified heads and campus directors, Instead of paying the tuition fees to URA, they were paid to individual staff accounts of MUBS, stealing school property, operational expenditure account of the Dean of Students’ office, using MUBS funds to recruit and pay private staff including shamba boys, gardeners, cooks, maids and security guards in various households.
