Following various rumors and false information, the Executive Directorate of the Provisional Electoral Council decided to inform and explain some facts to the public and the media in order to avoid misunderstandings, speculation (whether voluntary or not) and the spread of misinformation.

1- At CEP, 99.98% of employees are contract workers who sign contracts for one financial year each year, and all contracts end on September 30, regardless of the signing date. Only authorized personnel of CEP are authorized to sign and conclude contracts;

2- When the Central Election Commission does not have election activities, only the chairperson of the Provincial Election Office (BED) and a few staff members such as guards and security personnel remain in their posts;

3- None of the members of the Municipal Election Office (BEC), as well as the Vice-President and Secretary of the BED, have signed a contract with the CEP since October 2021. Since this date, the CEP has not carried out any work;

4- CEP pays personnel, contractors, and vendors based on contracts and services they provide to the agency. All former BEC and BED members who have spoken out since October 2021 do not meet any of the above conditions;

5- The Director General is not an authorized officer and does not enter into contracts with anyone nor pay fees to anyone;

6- The former BEC members, former vice-chairmen and former secretaries-general of BED who spoke would be better off showing the contracts they have signed and the work they have done for CEP since October 2021, so as to obtain the rights and salaries they are demanding;

7- The executive branch cannot interfere in political affairs nor protect the interests of others with malicious hands. Therefore, it calls on those who make malicious remarks against people and institutions for partisan political gains to get back on track.
