CARICOM Group of Eminent Persons visit to Haiti: difficulties in implementing transition and reference to the Haitian Ministry of Security.
The CARICOM Group of Eminent Persons (GPE) has published a report on its visit to Haiti from 11 to 16 August 2024 to assess the progress of the transition process, at the invitation of the Chair of the Council of Ministers of the Transition Committee (CPT) and at the request of stakeholders. The visit allowed us to verify the progress achieved since the virtual meeting with the Haitian authorities.
During this mission, GPE held a dialogue with a wide range of representatives of Haitian society, including administrators, police officials, ministers, as well as political and social actors of civil society, in particular women’s associations, human rights defenders and representatives of the Haitian diaspora. The team also met with key international partners, such as Canada, France and the United States, as well as organizations such as the United Nations Office in Haiti and the Organization of American States.Organization of American States).
Meetings with the CPT and the Prime Minister allowed for discussions of the general situation and current projects. GPE noted the CPT’s visible efforts to overcome delays in the creation of key institutions such as the Provisional Election Council (CEP) and the National Security Council, in accordance with the 3 April agreement. However, concerns were expressed about alienation between certain departments and their representatives, as well as concerns about the non-publication of the agreement and the lack of action on corruption allegations.
Among the main concerns expressed, insecurity remains at the core of the expectations of the Haitian people. GPE highlighted the difficulties faced by the Haitian police and Kenyan forces in maintaining order, noting that these forces are poorly equipped and understaffed. Adequate funding for the Multinational Security Support Mission (MSSM) is considered essential to address these challenges.
The Prime Minister recognized that time was running out to meet the expectations of the Haitian people and pointed to obstacles related to a lack of resources and collapsed institutions. He stressed the need to address the socio-economic and humanitarian issues affecting the population, while warning that ineffective management of insecurity would undermine progress in other areas.
During discussions with civil society and political parties not represented in the government, consensus emerged on the need to reconfigure the Portuguese Communist Party. Participants expressed frustration with the country’s failure to improve security, the inefficiency of the Kenyan military, and the erosion of public trust, exacerbated by corruption allegations affecting members of the Council. Concerns remain about the transition team’s ability to elect a president by the February 2026 deadline.

Representatives of political parties not affiliated with the Portuguese Communist Party denounced the non-inclusiveness of the Council of Ministers and the monetary and other advantages that parties represented in the Council through their designated ministers could benefit from in the period before the elections.
