Mexico City (APRO) – Two years after the death of the girl Heidi Mariana Pérez in Nuevo Laredo, Tamaulipas, in an explosion with a military rifle, her mother, Cristina Pérez Rodríguez, called on President-elect Claudia Scheinbaum Pardo so that, “as a mother, she puts herself in my shoes and guarantees that my daughter will get justice.”
During a press conference accompanied by Raymundo Ramos Vázquez, president of the Nuevo Laredo Human Rights Commission (CDHNL), and Juanita Goebertus Estrada, Latin America representative of Human Rights Watch (HRW), Cristina, 27, rebuked President Andrés Manuel López Obrador for failing to fulfill his promise to clarify the case as he had promised during a morning meeting, when he learned of Heidi’s death, who was taken to the hospital on August 31, 2022, by the partner of Cristina’s father, for treatment of stomach pains.
“I want to give a message to President López Obrador before he leaves, because he never wants to receive me and listen to me, to tell him that the only thing we want is justice for my daughter, she is four years old, she is not a criminal, nor a threat to the military, they shot at the car in which my daughter and her brother were traveling,” Cristina said.
The young mother tearfully insisted on calling Scheinbaum-Pardo so that her daughter’s case would not be closed as authorities hoped because there were “no factors” that led to believe the military was in the vehicle in which Heidi traveled.
“I’m asking you to follow up on my case, don’t let it be closed, don’t let it go unpunished, all I want is justice for my daughter, my family and all victims of abuse by the military,” Perez Rodriguez said.
Juanita Goebertus Estrada explained, in support of the case, that since 2007 the inhabitants of Nuevo Laredo have become one of the areas most affected by the policy of militarization of public security.
“Since 2007, more than 5,500 homicides have been recorded in 700 conflicts; of the registered deaths, 185 occurred under this government, and all deaths have so far gone unpunished.”

Human Rights Watch’s Latin America representative stressed that FGR investigators only took testimony from some members of the military convoy, did not conduct ballistic tests on all the weapons of the soldiers who were near the scene that night where the incident took place, and only followed the military version without confirming its authenticity.
Raimundo Ramos Vázquez explained that the Public Ministry agents assigned to the delegation of the Attorney General of the Republic (FGR) informed them that the investigative file was closing “because, according to them, they did not find an element against military personnel. “, arguing that those who shot at the car were members of organized crime, but without providing evidence to prove this, since on the night of Heidi’s death, before, during and after the events, there was only a military presence in the area.
He noted that “out of complicity or fear”, FGR agents, through their legal representatives (lawyers of CDHNL), offered Cristina “the option of not closing the case but sending it to the FGR central office”, “which is not admissible because the case cannot be followed up in a timely manner.”
Ramos Vázquez stressed that to prove the absence of any element, the Ministerial Agent claimed that in the approved police report (IPH) the military claimed that they were attacked by armed men and that it was the bullets of allegedly armed civilians that would have blinded Heidi for life.
However, based on the evidence collected by civil organizations, they revealed that “only armed personnel were present that night, not to mention that there were no reports indicating that a conflict took place that night.”
