Many citizens and religious scholars criticized the extravagance and exaggeration of travel expenses, which burdens family budgets. Holidays and trips abroad are considered necessities of life, parallel to other basic needs of individuals and society. They confirmed that both air tickets and hotel prices and other tourism demand prices were higher during the peak tourist season this year compared to previous years, and pointed out that a separate budget is needed to cover the expenses during the summer vacation. They pointed out that it is necessary to raise people’s awareness and arrange summer vacation expenses reasonably to avoid pressure on family budgets during holidays and summer vacations, because some families spend “huge amounts” to go abroad for a month, while others resort to borrowing to spend the summer vacation. They are in debt for vacations, which affects their monthly income after returning home, which is a burden on the budget of families with other obligations, such as tuition fees and living expenses. Although many citizens stressed the importance of traveling during the summer vacation and spending time with their families at all costs, they stressed that “do not be stingy with yourself”, and a leisure trip made them forget the worries of work as a whole. This year, some also pointed out that the phenomenon of “tourism loans” has decreased, and people plan their trips in advance according to the economic ability and personal interests of travelers. They pointed out that citizens’ frequent trips to different destinations have contributed to the increase in the rate of tourism loans. Being aware of determining their needs and requirements during their travels makes them spend their expenses on specific activities and facilities that fulfill their desires.
Yousef Al-Jassem: Increased spending needed to develop tourism
Mr. Yousef Al-Jassim stressed that the increase in foreign tourist expenditure requires the development of the country’s tourism industry and the support of emerging tourism companies through incentives provided by the State to strengthen tourism marketing procedures and programs at the local level, and the Qatar Tourism Authority, as the government entity responsible for planning, organizing and promoting sustainable tourism in Qatar, sponsoring the activities of these companies and promoting their activities.
Al-Jassim pointed out the weaknesses in the marketing process of domestic tourism projects, which required the ministry to support local tourism companies in revitalizing and playing their role in promoting domestic tourism and ensuring that these companies operate according to the highest standards while promoting Qatari culture, heritage and identity.
Jassim stressed that the launch of the “Qatar National Tourism Sector Strategy” has helped the development of the tourism sector, including the licensing process, and made it smoother for investors and owners of tourism facilities, but the issue also needs to be reduced in terms of the annual license renewal fees paid by local companies in these efforts to activate local tourism projects and stimulate domestic tourism.
D. Mahmoud Abdul Aziz: Tourism is allowed but not by burdening oneself with debt
His Excellency Dr. Mahmoud Abdul Aziz Abu Mati, Professor of Comparative Law and former member of the Fatwa Bureau, affirmed that a person can travel, tour and entertain without extravagance or the burden of debt, but the following conditions must be met: compliance with the legal controls on travel and tourism, including travel to Arab countries for married men with their wives and children or Muslim women, or the company of family members if single, to avoid the illegalities of contemporary tourism. When considering travel, uphold the legal obligations and take into account the jurisprudence of Islamic priorities so that luxury does not overwhelm necessities. It is not allowed for a Muslim to be extravagant on travel expenses when he is unable to pay his debts or is burdened with heavy burdens. Or he travels without sufficient necessities of life, or he borrows money just for the purpose of traveling, stating that financial borrowing is worrying at night and humiliating during the day. Dr. Mahmoud called for not to be liberal in accepting personal loans for non-essentials, including travel, shopping and entertainment, stressing the need to borrow from Islamic banks only when it is necessary or needed, calling on those who have been blessed by God with money or sufficient livelihood, taking into account the control of the tourism industry under the Islamic law. According to the jurisprudence rules formulated by jurists, the most important of which are the availability of moral values and polite behavior, the jurisprudence of Islamic priorities is followed, and religious duties and obligations are maintained.
Diverse Choices
His Majesty criticized the purchase of unnecessary things, but to increase the richness such as clothes, or to buy things that are said to be famous commercial brands, imitating others, who may have similar clothes, for example, at a lower price, indicating that all this is considered extravagance or squandering, which is prohibited by Islamic law, and Allah Almighty said: “Give to relatives, the poor and passers-by what they deserve, and do not waste.” (Surat Al-Isra – Psalm: 26), so when spending money, it should be done in a way that is obligatory or desirable in obedience to Allah, and if it is in a permissible way, then it should not be done in an extravagant way. In the same case, he explained that your financial income is already sufficient, you should save some money, so maybe a situation, illness or something that requires money will befall you, so the money you save will be better used for you. This means not to ask for help or loans from others.
He pointed out that luxury is exceeding the limit, and the Almighty God has made it clear in his book that he does not like people who are extravagant, and if luxury is said to be exceeding the limit, then luxury is different: this thing may be luxury. It is luxury related to so-and-so, not luxury related to so-and-so, because this person spent two million riyals to buy a house and spent six hundred thousand riyals to buy a car. He is rich, he is not extravagant. Because it is easy for very rich people, but if he is not rich, whether he comes from the common people or the poor, he will be considered extravagant. Because some poor people want to perfect themselves, so you find that they buy these big palaces and equip them with these big furniture, maybe they borrow some from others, so this is a mistake. He added that luxury is a relative issue, not related to the work itself, but to the worker: For example, a poor woman takes the same amount of jewelry as a rich woman, is she extravagant? If a rich woman wears this jewelry, we will say: there is no luxury; if a poor woman wears this jewelry, we will say: there is luxury. Indeed, even in eating and drinking, people have luxury. A person can be poor, meaning: for some people a small table is enough, for others it is not. Then, considering that a person may have a guest and entertain him with something, the situation is different. He is not used to eating in his own home, so this is not luxury. It is important that luxury is related to the actor, not to the act itself, because people have different views on this.
There are three categories: The first category: those who have money and money, so we say: In our current times – we will not always say -: If he buys a house for 2 million riyals and furnishes it for 600,000 riyals and then buys a car, he is not extravagant.
Second: average, so this is considered luxury.
Third: A poor man in his situation is considered foolish. For how can he borrow money to accomplish something he does not need?
If the purchaser has the means, and his purpose is not extravagance, but he wants the perfume for beauty or decoration, then he is qualified; because he has money, he has the means, we don’t know, if he buys a luxury car, buys a good bed, we know nothing, but if he humbles himself before God and uses it in a moderate way, he will be better, he will be more attentive, so that he can spend the extra money on charity and help the poor and contribute to charity projects, the bottom line is frugality and mediation. Even if he buys something beautiful and precious, such as a car or furniture, it is better; because he has the means, wants that beauty, is not bragging, is not showing off, so there is nothing wrong with this.
Ahmed Hussein: Borrowing refuses to cover costs
Tourism expert Ahmed Hussein confirmed that there has been an increase in domestic tourism options, which is considered an area of entertainment for all families, including those who cannot afford to travel abroad. Many tourism festivals, including those organized by the Qatar Tourism Authority during the holiday season, including the summer and holiday season, have contributed to the revitalization of domestic tourism: hotels also offer room deals and discounts, giving citizens and residents the opportunity to enjoy their vacations and have fun without paying a large sum of money.
He noted that the phenomenon of borrowing to pay for travel seasons has decreased as people have become more aware of the cost of travel and how to determine the size of the cost according to the traveler’s financial ability and personal interests during the trip. He pointed out that the State of Qatar has improved its investment in domestic tourism resources and given more attention, in addition to providing diversified entertainment options for young people and families to increase the tourist appeal for citizens and residents with different tastes. Resort and hotel owners and tourism industry leaders strive to attract citizens and residents, who according to statistics spend more than $1.4 billion on foreign travel each year, and they prioritize providing facilities and preferential prices for domestic tourists.
Abdul Rahman Al Balushi: My holiday budget is between 200,000 and 40,000 riyals
Abdul Rahman Barouch recounted his experience of facing the cost of summer vacation, explaining that he prefers to travel to Islamic countries, such as Turkey, during vacations, and said that he manages travel expenses by saving the budget throughout the year without having to resort to borrowing or advances to save the travel budget, indicating that borrowing for travel does not bring the expected pleasure, but only troubles, problems and debts. He stressed that the budget for the trip is limited to between 20,000 and 40,000 riyals, because it is mainly with family and children. He explained that due to the high cost of travel, including air tickets and hotel reservations and service prices, especially in Europe and Western countries, vacations are a burden on the budget of some families, which has prompted many families to choose Arab destinations or Southeast Asian countries, noting that many countries also use promotional offers from foreign competition to stimulate domestic tourism. He pointed out that due to the high temperature in Doha, he usually chooses the country he goes to based on the weather conditions, but also to enjoy tourist attractions and understand different cultures during the trip. He said: This is the tourist season for most citizens to spend a pleasant time abroad, take a walk, change the environment and climate, and restore the psychology of children and families. Travel has many important benefits and must be benefited from. Pointing out that some prefer to stay in Doha, perhaps because the many events that have been and are being held during this period offer excitement and the ability to attract all groups, which allows citizens who are prevented from doing so to participate in the situation from traveling abroad to enjoy their summer vacation in Doha.
