Haiti – Flash: Revised budget for 2023-2024 down 20.5% (all details)

Less than two months before the end of the fiscal year, the Council of Ministers last week approved the revised budget for 2023-2024, which amounts to 254.8 billion gourdes (254,820,600,000), a 20.5% reduction compared to the original 2023-2024 budget, which amounted to 320.6 billion gourdes (320,645,000,000).
Reasons that led the government to revise the budget:
– Given the resource shortfalls planned at the beginning of the fiscal year, the large budget size needs to be adjusted. In addition, given the continued economic contraction, it is necessary to avoid dependence on certain sources of financing to avoid potential inflationary pressures.
– Introducing provisions to integrate certain priorities of the new transitional government, especially those aimed at meeting the urgent needs of the population while maintaining macroeconomic stability.
Priority targets selected for the revised budget:
• Enhanced security;
• Supporting vulnerable groups, especially women and children, through social programs;
• Create jobs;
• Take measures to promote the resumption of economic activities;
• Promote good governance and strengthen the fight against corruption;
• Initiate activities related to establishing the electoral process.
The revised budget does not provide monetary financing to avoid inflationary pressures
The Public Investment Plan (PIP) outlines the following quick-impact actions:
These actions are being implemented as a continuation of the Multisectoral Emergency Plan for the Relief and Social Reintegration of Vulnerable Groups (PUMARSGV), led by the Ministry of Social Affairs and Labour (MAST) and implemented by six ministries and the Economic and Social Assistance Fund (FAES), and ensure the continuity of support programs for internally displaced persons.
Specific goals:
Action 1. :
Cash transfers are distributed to vulnerable households, workers in subcontracted industrial parks and parents of school children.
Activities related to this action:
• Providing unconditional cash transfers to more than 25,000 vulnerable households;
• Providing financial support to approximately 35,000 subcontracted workers;
• Providing targeted subsidies to approximately 25,000 public transport users;

These activities are included in the PIP (2023-2024) and are funded by the International Monetary Fund (IMF) through the Food Shock Window (FSW) program.
Action 2.:
Reducing food insecurity by supporting the Food Security Sub-Program of the Ministry of Agriculture, Natural Resources and Rural Development (MARNDR).
Activities related to this action:
• Support to MARNDR Food Security Sub-Programme;
• Distributed 61,230 solidarity baskets to vulnerable families;
• Implement and supply 400 community restaurants across the country.
The first activity is included in PIP (2023-2424) and is funded by the Public Treasury, and the other two activities are included in PIP (2023-2024) and are funded by the IMF through the FSW program.
Action 3.:
Strengthening of the social security system through the implementation of professional integration activities by MAST, expansion of its information system (SIMAST), institutional and administrative strengthening.
Activities related to this action:
• Financial inclusion and women empowerment;
• Support for small businesses;
• Conduct awareness-raising activities and implement the inter-sectoral emergency plan for pacification and social reintegration;
• Strengthening social safety nets through the Programme for Social Protection for Adaptation and Resilience (PSARA) PSARA;
• Socio-professional integration of young people;
• Strengthening the MAST Reception Centre;
• Support the strengthening of the functions of Provincial Councils to implement the National Policy on Social Protection and Promotion (PNPPS);
• Expand, update and enhance SIMAST;
• Monitoring evaluation and reporting.
These activities are included in the PIP (2023-2024) and are financed from public finances.
Action 4.:
Create temporary jobs.
Activities related to this action:
• Implementing labour-intensive projects in the fields of agriculture, public works and environment.
Action 5. :
Support the resettlement of internally displaced persons who have fled their homes or communities of origin due to violence by armed groups.
Activities related to this action:
• Identify the beneficiaries;
• Raise awareness among beneficiaries;
• Child protection, including victims of gender-based violence (GBV);
• Health and psychosocial assistance;
• Relocation.
These activities are part of projects not included in the PIP (2023-2024), but are financed with public financial resources and implemented by FAES under the guidance of MAST.
