The feminist organization Kay Fanm informed in a letter dated August 9, 2024, received by AlterPresse, that a committee consisting of five organizations was formed with the aim of appointing representatives of the women’s sector to the Provisional Electoral Council (Cep).
The Commission was established on August 8, 2024 and is composed of: 1) Kay Fanm, as the organization responsible for leading the process; 2) Federation of Women’s Organizations for Equal Human Rights (FEDOFEDH), Novia AUGUSTIN; 3) Toya Foundation, Nadine Louise; 4) Kri Fanm Ayiti (KRIFA), Guerlyne RÉSIDOR; 5) Haitian Women’s Solidarity Organization (SOFA), Marie Frantz JOACHIM.
AlterPresse published Kay Fanm’s response letter to the Presidential Transition Committee (Cpt) following the organization’s choice to resume the CEP nomination process by the Women’s Organizing Sector.
Dear Presidential Advisors,
Kay Fanm acknowledges receipt of your letter dated the afternoon of July 6, 2024, in which you informed her that she had been selected to resume the process for the appointment of female figures in the Electoral College.
1. After reflection and discussion with key partners in the feminist movement, Kay Fanm agreed to lead the resumption of this process. From this perspective, collaboration with other women’s organizations will be clearly identified to establish a productive working climate and to contribute effectively to the transitional provisions of the relevant electoral institutions after credible elections.
2. To ensure the integrity of this procedure and the legitimacy of the designated person, the implementation of this procedure will follow the following principles:
• Independence: not subject to the authority (CPT), the government, or any civil society or political society organization.
• Transparency: dissemination of information on the procedures adopted and progress of the process to create a climate of trust.
• Efficiency: Executing processes within a structured framework facilitates achieving desired results within established timelines.
• Inclusiveness: Using relevant, non-discriminatory criteria for the nature and objectives of the process.
• Impartiality and objectivity: There is no bias or partisan considerations. Decisions are made following established rules and all stakeholders are treated equally. This is to promote a process free of dross that is harmful to women’s organizations and the country.
• Neutrality: The organization responsible for leading the process will not endorse any candidacy but will retain its voting rights during the deliberations.
3. In line with the criticisms of the Portuguese Communist Party for launching the process of forming the Electoral College on the one hand, and the issues raised in its conduct on the other, a reasonable period of time is needed for a credible process to take place. As the CPT’s own training experience has shown, such a procedure takes time. Once the procedure and timetable have been finalized, the date for the submission of the names of the designated persons will be communicated to the CPT as soon as possible.
4. Resuming this process is a new opportunity to remind the CPT of the need to establish transparent communication with the public.
