Government legislative initiative to review home safety assessment system |

Under the government’s legislative initiative, the family protection assessment system was comprehensively revised, and the Standing Committee on Labor and Social Affairs held a special meeting on August 29 to discuss the amendments and supplementary bills to the Social Assistance Law and related laws.

Anna Zamakochyan, Deputy Minister of Labor and Social Affairs of the Republic of Armenia, said that the newly revised law will define the types of new services, powers and standards established by the government. “The target is people and families with difficult lives. In particular, new types of social services in the social sphere will be defined,” the deputy minister mentioned. According to the draft law, authorized agencies have been authorized.

The draft law also defines the concept of “situations requiring urgent response” and the specific content of social services related to them. New entities providing social assistance are also identified. The Deputy Minister pointed out that the Unified Social Services Agency has been authorized to assess family insecurity, comprehensive assessment and case management.

Anna Zamakochiyan said that communities have the right to provide social services that are developed by community social plans, which are subject to approval by authorized institutions.

“Are there clear regulations to promote the establishment of community social work?” asked committee member Zarushi Batoyan.

“It is the responsibility of the communities to identify families with problems and difficulties, record visible problems and refer them to the Unified Social Services Agency, which will help in developing community social programs. With this draft, the Ministry is also working on developing a unified information system for the social protection sector,” Anna Zhamakochyan explained.

The Deputy Minister also responded to other questions from committee members.

The chairman of the committee, Hriknaz Tigrayan, made a number of recommendations. In particular, it was recommended to give the heads of authorized state agencies in the field of social assistance the power to approve forms and guidelines within the scope of this law. The other two recommendations concerned the rights and responsibilities of social supporters.

The committee approved the legislative initiative and recommended its inclusion in the draft agenda for the eighth session of Congress and the regular session of Congress starting on September 9.

Heriknaz Tigranyan also said that a public debate with the participation of industry representatives and stakeholders will be organized between the first reading and the second reading of the bill.
