Cabinet Spokesperson and Mass Media Minister Bandula Gunawardhana yesterday said the minimum initial monthly salary of civil servants will be increased from the minimum rate of 24 per cent.

“The minimum initial monthly salary of civil servants will be increased from the minimum percentage of 24 per cent while fixing the total salary at Rs 55,000 plus subsistence allowance and adjusting and calculating the initial salary of all other posts accordingly,” the minister said. The minister said that starting from Budget 2025, all employees in all departments of the civil service will get a subsistence allowance of Rs 25,000 per month.

He spoke at the weekly Cabinet press conference held by the Government Information Department yesterday.

The Cabinet meeting held on May 27, 2024 approved the appointment of a special committee to review wages, salaries and other remuneration in state departments and submit a report containing recommendations for the implementation of a revision of wages in all sectors of the public service starting with the 2025 budget.

Therefore, an expert committee headed by former presidential secretary Udaya Senevirathne held discussions with public sector officials and major trade unions and submitted an interim report after analysing the relevant information.

Accordingly, the Cabinet agreed to the recommendation made by President Ranil Wickremesinghe in his capacity as Minister of Finance, Economic Stability and National Policy to give policy approval to the following proposals recommended in the report, which are recommended to adjust the salaries of all civil service departments and to implement them in the 2025 budget.

Based on the Sri Lanka Qualification Framework (SLQF) and National Vocational Qualifications (NVQ), all positions across the public service are classified into four levels and divided into recruitment sub-categories based on the relevant roles, job responsibilities and the ability to attract and retain skilled staff in the particular area of ​​work. Following the appropriate selection methodology based on the Sri Lanka Qualification Framework, the National Vocational Qualification serves as the basic recruitment qualification even for the major service categories as per the service requirements.

Recruitment to all other service categories is through formal competitive examination and interview method.

Accordingly, appropriate amendments to existing approved service plans will be made as soon as possible. All government agencies, except state-owned trading companies and banks, will implement this new approach to wages and allowances, and measures will be taken to limit the total number of public sector employees to one million (1,000,000) or less by 2030.

Introduce electronic systems e-governance in every department across the public service in three years through digitisation and automation and by expanding public investment for this purpose. Implement a health insurance scheme with more attractive benefits for all government employees and retirees with a minimum monthly contribution of Rs 1,000 from January 2025.

Obtain services in a precise manner, maximize efficiency, and reduce government costs through outsourcing as much as possible.

To implement a programme of restructuring of State departments/enterprises/statutory bodies by initially establishing them as public liability companies listed on the stock market.

Carry out precision work research and take action by 2025 to conduct scientific research on the entire state sector staff and services.

As a result, all public sector employees will be given performance indicators and receive salary increases based on their progress. Government officials who retired before 2020 will also receive the requested salary increases and have their related pay anomalies eliminated through adjustments to their pensions.

Starting from January 2025, retirees will receive 50% of the living allowance of active civil servants. This wage method is implemented under the premise of managing this expenditure within the existing tax policy and implementing the proposed wage method from January 1, 2025, while taking into account the national fiscal space.
