The Special Representative of the Secretary-General of the United Nations presented a report on the situation in the Central African Republic to the UN Security Council on Thursday. Valentin Rugwabiza focused on four main points, in particular the disinformation campaign against the UN mission in the country, the security situation, local elections and the security situation in some parts of the country.
In her speech, the head of the United Nations Mission in the Central African Republic (MINUSCA) condemned the ongoing disinformation campaign against MINUSCA before the members of the UN Security Council. She then focused on fighting impunity and called on the Central African government to ensure that those found guilty, including civil servants, are prosecuted.
“Content Hostile Mission”
“Despite progress made in the implementation of MINUSCA’s mandate, I am deeply concerned about the ongoing disinformation campaign targeting the Mission; resuming hostile content against the Mission. This further complicates its already difficult operating environment. Those found responsible must be held accountable.” Valentin Rugwabiza, head of MINUSCA, insisted.
Valentine Rugwabiza also spoke on the local elections. She noted that preparations were progressing well, with the adoption of the revised electoral law by the National Assembly on 28 May and the recent financial contribution to the United Nations Development Programme (UNDP) Common Fund. The Special Representative of the Secretary-General in the Central African Republic said the Mission would continue to support preparations for these deadlines and raise awareness of the participation of all, especially women.

“Local elections are an important provision of the Political Agreement for Peace and Reconciliation in the Central African Republic. The Mission will continue to provide multifaceted mandated support for preparations for local elections, including awareness-raising activities aimed at mobilizing broad participation, in particular the full and safe participation of women.” She continued.
The head of the United Nations Mission in the Central African Republic concluded her remarks on the security situation in the country, stressing that it remains difficult in the border areas, especially in the Haut-Mbomou province, where violence against civilians has intensified as a result of escalating clashes and reprisals between members of the Union of Congolese Patriots (UPC) and the self-defence group A Zandé Ani Kpi Gbé.
“Cannot reach during rainy season”
“After the security situation deteriorated at the beginning of this year, MINUSCA further expanded its presence in Haut-Mbomou prefecture to prevent new outbreaks of violence. At the same time, it mobilized its limited technical and logistical capabilities to improve land access in this part of the country, which is larger than Switzerland and almost as large as Sierra Leone, but is inaccessible by land during the long rainy season. In addition, the UN diplomat said that the extension of MINUSCA’s presence made it possible to protect civilians and facilitate the delivery of humanitarian aid. She believes that this paves the way for strengthening State authority by restoring the Bangassou-Obo and Bambuti axes.
