In almost 200 primary schools in France, children will have to put their mobile phones in a locker when entering the school building from September. If the so-called digital moratorium proves successful, mobile phones will be banned in this form in all primary schools in France from January 2025. This was announced by outgoing Education Minister Nicole Belloubetová at a press conference at the beginning of the school year.
Smartphones have been banned in French schools since 2018. Until now, children were allowed to bring their phones but were not allowed to use them. Le Figaro writes that compliance with the ban is particularly problematic in corridors and schoolyards, but even in classrooms it is not consistently enforced.
New lockers could help enforce compliance. But the government’s decision will affect the budgets of school founders and their obligations to monitor where teachers and other school staff store their phones.
The government’s decision to limit children’s use of mobile phones, especially social networks, led to two attacks in early April in Montpellier and Viry-Châtillon, one of which left a student dead. In May, based on an analysis by an expert committee, Belloubet announced a ban on mobile phones in some schools, with phones to be stored in lockers from September. A committee set up by President Emmanuel Macron proposed a ban on mobile phones for children under 11 and a ban on social networks for children under 15.
Starting this year, the ban on the use of mobile phones, tablets and smart watches also applies to students in the Netherlands, including those in secondary schools. Likewise in Spain, the number of regions restricting the use of mobile phones in primary schools is increasing. Italy has had a ban on and off since 2007. In Portugal, phone use is prohibited on certain days of the month. Germany has no formal restrictions, but most schools prohibit the use of mobile phones and digital devices in class, except for educational purposes.
In the Czech Republic, Vsetin Mayor Jiri Cunek is pushing for a ban on mobile phone use during school hours. In July, Vsetin city councillors ordered school principals to ensure the implementation of the ban through school regulations. The city is buying special boxes for schools where students can safely store their phones. However, according to information provided by the Ministry of Education, school founders cannot directly decide or dictate the content of school rules.
