August 15, 2024 Prime Minister Kay Rala These scholarship recipients will continue their studies in Portugal within the scope of the Justice Sector Reform Program. 
In his speech, the Prime Minister encouraged the scholarship recipients and stressed the importance of the mission they face. Xanana Gusmão called on them to “study hard and remember the sacrifices of their parents” and stressed that “do not forget the mission you have to accomplish, because the country needs you and your wisdom”. The Head of Government stressed that the efforts of the scholarship recipients are crucial, not only for their personal development, but also for the future of Timor-Leste.
Xanana Gusmão also addressed the parents of the scholarship recipients, encouraging them to support their children’s academic journey, saying “You are not only studying to become a judge and prosecutor; through your efforts, you will be able to inspire other young people to pursue the field of law.”
Of the 51 scholarship recipients, 48 will attend law school, of which three will specialize in legal medicine at higher education institutions in Portugal. This initiative is part of the Justice Sector Reform Program coordinated by Lucia Lobato and aims to train highly qualified professionals in all areas of justice, contributing to the development of a strong and efficient judicial system in Timor-Leste. 
On June 26, the Timor-Leste Embassy in Lisbon signed five cooperation agreements with major Portuguese law schools, providing for the dispatch of 50 Timorese students per year for specialized training over the next five years. The agreements were formally signed with the Catholic University of Portugal, the University of Minho, the University of Lisbon, the University of Porto and the NOVA Law School.
This human resources training project is not limited to the judiciary, but also covers legal services in the public administration and the Timorese academic environment. It is expected that 250 to 300 jurists will be trained by 2028, with a total investment of approximately US$16 million, all funded by Timor-Leste.
The ceremony was attended by several important figures, including Lúcia Lobato, Coordinator of the Justice Sector Reform Working Group, Sérgio de Jesus Fernandes da Costa Hornai, the Minister of Justice, and the President of the Court. The appellant, the Attorney General of the Republic, the Minister of Higher Education, Science and Culture, the Minister of Health, as well as the families of the scholarship recipients and representatives of various entities.
