The Council welcomes the Commission’s intention to launch a visa liberalization dialogue with Armenia and to fully involve the Council and Member States in every step of the dialogue, including the development and evaluation of benchmarks.
“The lifting of visa obligations for Armenian citizens will only be considered if the benchmarks are fully met,” the EU Council said in a statement.
