This week Dunedin City Council met to discuss whether to explore the possibility of establishing a single management area for Otago.
A unitary authority is a regional authority headed by a mayor with regional council responsibilities.
Councillor Kevin Gilbert moved the motion, saying he believed a discussion about the governance structure was needed.
The motion recommends council ask staff to prepare a high-level report by December to discuss the possibility of a unitary management area for Otago.
Councillors will discuss the matter at a meeting on Tuesday.
