The Dubai Police General Command announced the launch of the annual “Anti-Begging” campaign, which will last throughout Ramadan, and revealed that 1,701 beggars were arrested in the past four years, including 499 in 2023, 318 in 2022, and 458 in 2021. 426 beggars were recorded in 2017 and 2020, noting that 99% of people consider begging as a profession.
The General Directorate of Criminal Investigation held a press conference at Dubai Police Headquarters to announce several arrests of tourists visiting the country, including a foreign woman who entered the country on a tourist visa in search of a wealthy husband, another woman who exploited her children to facilitate the begging process and was found in possession of Dh30,000 and an Asian woman who was arrested for possessing Dh60,000 earned from begging.
Brigadier General Saeed Abdullah Al Qamzi, Assistant Director General of the Criminal Operations Affairs Investigation Department, said that every year Dubai Police monitors new behaviours and methods used by beggars in their scams, such as using social media platforms and new technologies to lure victims.
He pointed out that beggars take advantage of the public’s sympathy and generosity to gain undue benefits, noting that several cases have been found of children, sick people and people of determination begging to gain the sympathy of donors. Among these cases, there are several cases of women begging with their children.
He added that the campaign aims to combat all forms of begging, whether it is traditional begging in places where worshippers gather, majlis and markets, or non-traditional begging such as e-begging or asking for donations to build mosques abroad and help with amputations, etc. , to show that charity work has official channels and to provide assistance with charity groups and institutions to ensure that donations reach the deserving ones.
Brigadier General Ali Salim said the campaign included several themes, most notably maintaining a civilized image of society, protecting society from crimes related to traditional and e-begging, combating and preventing begging and organized begging crimes, the need to donate money to charitable organizations and associations to ensure that it reaches those who deserve it, and urged the public to cooperate with the police and immediately report beggars spotted anywhere.
He added that beggars begging in a fraudulent and professional manner during worship and festivals to seek sympathy from people is a criminal offense and will be punished by law. Brigadier General Ali Salem called on the public to report beggars by calling the toll-free number (901) or the “Police Eyes” service available on the Dubai Police application on smartphones, in addition to reporting cases of e-crime or e-begging through the (e-crime) service.
The event was held in collaboration with partners represented by the General Directorate of Residency and Foreigners Affairs in Dubai, Dubai Municipality and the Department of Islamic Affairs and Charitable Activities in Dubai, with the aim of raising awareness about the importance of protecting Islam, combating and preventing begging crimes, and building a civilized image of the country.
The launching ceremony of the event was attended by Brigadier General Saeed Abdullah Al Qamzi, Brigadier General Ali Salem Al Shamsi, Director of the Suspects and Criminal Phenomena Department, Brigadier General Nabil Al Redha, Director of the Emergency Department of the General Directorate of Institutions, Facilities and Emergency Security, as well as a number of partners, officials and journalists.
