Drivers owe more than 3 billion tenge for driving on the Greater Almaty Ring Road (BAKAD). In response to the official request of journalists Tengri News Network The Ministry of Transport of the Republic of Kazakhstan reports.
The Ministry of Transport recalled that a concession agreement was signed between the Ministry, represented by the Highway Committee, and the concessionaire (Turkish-Korean consortium “Alarko-Makyol-SK”), according to which the concessionaire (consortium “Alarko- Makyol-SK”) is responsible for the maintenance and operation of the BAKAD national highway. All costs of users’ travel along BAKAD will go to the Republican budget.
According to the Ministry of Transport, the total debt of drivers using the Bakad toll road today is 3.1565 billion tenge (three billion five hundred and sixty five million tenge).

Most of the defaulters are bus drivers (70%), while the remaining 30% are truck and bus drivers.
“The concessionaire, together with the cooperative bank, has implemented a notification system (via instant push messages) to inform users of the existence of a travel debt on BAKAD and whether it needs to be repaid. In accordance with the law and public agreements, users are directly responsible and liable for the timely payment of travel expenses on BAKAD by making advance payments before entering the toll road,” the department reported.
BAKAD is the first public-private partnership (PPP) project in Kazakhstan.
BAKAD belongs to the technical category A-1, it is a highway (in other words, a motorway or expressway). Construction, operation and maintenance of the route Engaged The Turkish-Korean consortium consists of Turkey’s Alarko and Makyol and South Korea’s SK Ecoplant and Korea Expressway Corporation.
