The absence of air traffic between Haiti and the Dominican Republic is a provision decided a few months ago by the Dominican authorities and will be the main reason for the Haitian authorities to refuse to participate in the inauguration ceremony in Santo Domingo on August 16, 2024, according to the available information.

In response to the news that Haiti did not attend the inauguration of Louis Abinader on Friday, August 16, 2024, the Dominican Minister of Foreign Affairs, Roberto Alvarez, stated on his X account that “On Thursday, August 1, 2024, a telephone conversation took place with the head of the Haitian Ministry of Foreign Affairs and Worship (Maec), Dominique Dupuy, regarding the possibility of Haitian officials attending the event.
Alvarez said on his X account that Dominique Dupuy would demand “the need to lift the closure of the airspace between the two countries so that Haitian officials can attend the inauguration of Louis Abinader”.
Roberto Alvarez claimed to have assured Dominique Dupuy that “any flight request from the Haitian authorities would be immediately approved, as would requests from other invited dignitaries.”
Alvarez said the airspace between the Dominican Republic and Haiti remains closed to commercial flights for security reasons, but not to official, humanitarian or similar flights.
The Dominican Minister of Foreign Affairs informed that he had instructed the Dominican Ambassador to Haiti to visit Maec, while reiterating the Dominican Government’s desire to facilitate the trip of Haitian authorities to the inauguration of Louis Abinader.
Alvarez said he guaranteed that there would be no obstacles for Haitian authorities to attend Abinader’s swearing-in and that there would be an opportunity to restart dialogue with Haiti’s transitional government.
Nowhere in the message posted by Roberto Alvarez on his X account was there any mention of reopening regular air traffic between Haiti and the Dominican Republic.

The Dominican authorities have not shown any willingness to end discriminatory policies and violations of the rights of Haitian migrants in the Dominican Republic.
Journalist Jacqueline Charles wrote on her X account that members of the Presidential Transition Council (Cpt) and Prime Minister Gary Cornell may refuse the invitation of the Dominican Republic to attend the inauguration of Luis Abinader.
“The idea of taking a plane across the border, or traveling to Miami to the Dominican Republic, when the average Haitian woman cannot do that even with a visa, does not please the leaders of the transition,” she continued.
The Haitian transitional authorities have not yet issued an official notification on the matter.
Dominican authorities announced on Thursday, September 14, 2023, the closure of the entire Haitian-Dominican border. (land, sea and air), starting at 6:00 a.m. (10:00 GMT) on Friday, September 15, 2023.
