The Ministry of National Security has embarked on a transformation of the more than 200-year-old prison system as part of ongoing efforts to enhance the rehabilitation and reintegration of offenders into society.
The transformation will take a multi-pronged approach, including strengthening prison management and enhancing the administrative and security framework of the Department of Correctional Services (DCS).
The leadership transition took effect today (April 11, 2019), and includes the appointment of retired Lieutenant Colonel Gary Rowe as the new DCS Commissioner of Corrections, and the appointment of Ms. Ina Hunter as the department’s Chief Program Office (CPO).
Lieutenant Colonel Lowe, who served as an officer in the Jamaica Defence Force (JDF) for 32 years and has extensive security and management experience, will contribute to national security as head of the DCS.
The new Corrections Commissioner holds a Masters degree in International Security and Strategy from King’s College London, UK, and has expertise in human resource development.
Lieutenant Colonel Lowe will work to strengthen management and operational systems within DCS.
Ms. Hunt will lead special investment projects to facilitate capacity building initiatives at DCS as part of the Department’s efforts to modernize and transform the sector.
Ms. Hunter, who has more than 20 years’ experience in correctional services, will provide key support to the Department’s transformation efforts, with a strategic focus on increasing self-sufficiency within institutions and implementing direct rehabilitation programs.
