The Guam Fire Department could have some practical rules and regulations for the sale and distribution of consumer fireworks on the island by June, Assistant Fire Chief Joey Manibusan said Thursday during a public hearing on legislation aimed at overturning Guam’s recent legalization of consumer fireworks. Lawmakers passed the fireworks bill, formerly known as Bill 9-37, late last year, but not before a heated debate. Some senators wanted to include provisions restricting the sale of fireworks or other amendments, while others called for an end to the discussion. One amendment to the bill did pass, related to package warnings. The debate raised concerns about conflicts of interest, discussions of parliamentary procedure and talk of “bullying tactics.” In the end, Bill 9 passed by a vote of nine to six.
