Despite graduating 33 recruits in fiscal 2022, the Guam Fire Department also lost 13 firefighters that year and then nine more the following fiscal year. As of fiscal 2024, 16 have left the department, and four more are scheduled to retire by the end of September, according to data presented Thursday at a GFD legislative budget hearing. GFD officials said GFD’s personnel challenges are due to a variety of reasons, including retirements and resignations. “Despite these challenges, we remain a mission-oriented, mission-focused department. However, these absences from our department will continue to challenge our ability to meet (National Fire Protection Association) and (Occupational Safety and Health Administration) standards. Specifically, the two-in, two-out rule,” Acting Fire Chief Joey Manibusan said Thursday.
