Nebenzia criticized the UN Security Council committee for abandoning the use of sanctions to resolve the issue.
“The current list includes five individuals who are leaders of criminal gangs. However, the activities of the criminal community are only a small part of the problem. Furthermore, unlike American arms traffickers, these gangs have no property or assets overseas and do not travel abroad.”

The United Nations Security Council voted unanimously on the morning of Friday, October 21, 2022, to adopt a resolution establishing a “specific sanctions regime”targeting the leaders of armed groups operating in Haiti and all those who support them” in terms of finances and weapons.
According to the text approved by 15 countries, the restrictive measures include travel bans on these individuals, freezing their assets and imposing an arms embargo on non-state actors.
The Russian Federation regrets that armed groups continue to control the main entry and exit points into the capital, as well as important transport facilities.
It called for close coordination between the Multinational Security Support Mission and national security forces.
China’s permanent representative to the United Nations, Fu Cong, noted the continued influx of illegal weapons into Haiti and urged the United Nations to strengthen arms control.
He recalled that the Haitian National Police continued to seize weapons and ammunition from the United States and stressed the importance of strengthening the institutional capacity of the police.

U.S. Ambassador to the United Nations Linda Thomas-Greenfield highlighted U.S. efforts to enforce the arms embargo and prevent the illegal flow of weapons into Haiti.
It called on the UN Council to consider imposing sanctions on individuals and entities responsible for actions that threaten peace and security in Haiti.
The United States also stressed the “need to promote accountability for past atrocities.”
They painted a grim picture of the crisis in Haiti, where nearly 5 million people are facing severe food insecurity.
“Food, water and medicine are often scarce, and States must increase humanitarian assistance to those in need. Across the country, criminal gangs have committed horrific atrocities, including murder, mass rape, abduction, forced recruitment, exploitation and trafficking of children.”
