The second phase of the Training of Trainers (TPT) of the Community of Portuguese-Speaking Countries Sports Ethics Programme (PED CPLP) was held at the facilities of the Timor-Leste Red Cross from 22 to 25 July 2024 in Dili II. 40 physical education teachers, coaches and trainers from various sports federations, including athletics, taekwondo, chess, Paralympics, etc., participated in the event.
The opening ceremony was presided over by the Minister of Youth, Sports, Arts and Culture, Secretary of State for Arts and Culture, Jorge Soares Cristovão. In his speech, the Minister stressed the importance of sports ethics, encouraging participants to absorb the knowledge imparted and apply it to their professional practice, and to spread these values to students. Jorge Soares Cristovão also stressed the importance of training as an important guide for the XII CPLP Games, which Timor-Leste will host in 2025.
The training was led by PED CPLP II coordinator José Lima and Portuguese coach André Carvalho, both experts in the field of sports ethics. The programme covered topics such as promoting ethical behaviour, preventing conflicts and creating a positive and inclusive sporting environment.
The Director of Sports, João M. Rodrigues, stressed the importance of this training for the preparation of human resources, including coaches, teachers and referees, in view of the next CPLP Games, scheduled for July 17-27, 2025. “It is essential to ensure that everyone involved adheres to the ethical principles that guide sport,” said João Rodrigues.

The training includes modules on the importance of integrity, fair play, inclusion and prevention of unethical behaviour, with the aim of creating a healthy and sustainable sporting culture.
Timor-Leste will host the 12th CPLP Sports Games, a multi-sport event that will bring together participants under the age of 16 from the nine CPLP countries, in July 2025. The event was originally scheduled for 2020 but was postponed due to the COVID-19 pandemic.
