President Museveni has set up a new department to oversee the Uganda Revenue Authority (URA).
The state legislature said the new entity would be called the State Legislature Revenue Intelligence and Strategic Operations Unit.
Its main tasks, according to a statement from the Uganda Presidency, are to “oversee the operations of the Uganda Revenue Authority (URA) and combat corruption within the tax administration system”.
The President also appointed Mr David Kalemela as Senior Presidential Adviser and Head of Department.

The state assembly said the creation of the unit would “help the government plug revenue gaps and boost tax revenue”.
Just days ago, President Museveni warned about the tax leakage.
“There are also signs of massive tax evasion. Uganda’s GDP is $55 billion, which should give us 20% in taxes. That would be $11 billion or 48 trillion Uganda shillings. Our actual budget, excluding debt payments, is 56 trillion Uganda shillings,” Museveni said on June 24, 2024.
“Thus, thieves are parasites and must be eradicated; undisciplined people are destroyers of our rapid development and must also be stopped,” he added in a statement released by the X platform.
“This year, our economy has grown by 6 percent. If we can root out thieves and undisciplined people, the economic growth rate will be in double digits,” he added.
However, it is not clear whether the David Kalemera appointed is the same one who served in the Urban Redevelopment Authority (URA) and who was indicted on tax fraud-related charges a few years ago.
Court documents show that in 2018, Kalemera David, Ssemanda Ian Paul and Kazibwe Ronald were jointly charged with four counts of knowingly using customs documents under C/S 203(h) of EACCMA 2004 in counts 1 to 4 and conspiracy to commit a felony under C/S 390 of PCA Cap 120.
They were found guilty in 2022.
If it is indeed him, then one has to ask, is General Museveni going to use the “thief to catch the thief” tactic this time?
