China and the Philippines have reached an agreement aimed at deterring a conflict over the hotly disputed Second Thomas Shoal in the South China Sea, the Philippine government said on Sunday. The territorial standoff over the Second Thomas Shoal escalated last year and peaked in mid-June when Chinese troops seized and damaged two Philippine Navy vessels with machetes and homemade spears. Several Philippine Navy personnel were injured in the incident.
