Minister for Principal Works and Equipment in charge of air, land and sea transport Jordy Chan organised a meeting on Friday, August 9, with unions representing the Building and Public Works (BTP) sector.
Organisations present included the Chamber of Construction and Public Works Contractors Union (CSEBTP), the Union of Earthmoving Companies of Tahiti and the Islands (SETTI), the Chamber of Civil Engineering and Public Works Trade Unions (CSM GCTP), and the French Polynesian Association of Architects.
The meeting follows a meeting held on January 29, 2024, where professionals in the construction industry expressed their concerns and suggestions.
At the second meeting, the Minister presented the evolution of investments and forecasts of public orders under his portfolio to be issued by the end of fiscal year 2024. In addition, he presented the progress achieved since fiscal year 2024. The last meeting specifically addressed the issue of the supply of aggregates, the duration of mining authorizations and payment deadlines, which are the main concerns of the professionals.
As far as aggregates are concerned, therefore, the comprehensive reform of mining regulations is well advanced and will make the regulatory framework more flexible and more responsive to the requirements of the industry, in particular by lowering the quarry threshold to 10,000 m3Tahiti/year (instead of 50,000 m3) and 5,000 m3/year, excluding Tahiti (instead of 10,000 m3The draft code revision will be sent to CESEC for comments by the end of August.
At the same time, efforts are also being made to review mining authorizations, extending their duration in three parts, from six months in 2021 to two months in 2024. Finally, the aim is to promote the creation of private quarries capable of meeting the requirements for mining. To meet the need for materials, the Minister provided a study commissioned by the Polynesian Public Works Laboratory (LTPP) by the DEQ, which involved the search for potential quarrying deposits in Tahiti.
Regarding payment terms, the Minister stressed that they have been reduced by 60% in two years, reaching 1.7 months in the equipment sector by 2024. This improvement is the result of the adjustment of the liquidation process at the service level. Finally, the Construction Observatory will be relaunched this year with the support of the Ministry of Economy and Finance.
In total, the Minister and professionals exchanged views for two hours in a positive and constructive atmosphere. The next meeting with professionals in this field is scheduled for January 2025.
