For some time, the Ministry of Social Affairs has noticed that there are very few families taking in helpless children and adolescents. Now it may be below the minimum, as there are currently only two families on the stock market and they are still in the evaluation process. It is for this reason that the regulation of foster care services, which is more than 30 years old, is being considered for revision. Specifically, it was approved in 1994.
The aim is to promote hospitality in partner families on weekends or during school holidays. But that’s not all, we also want to promote special care for children and adolescents who need special care or therapeutic care. This measure was already announced last year by the Minister of Social Affairs and Civil Service, Trini Marin, when presenting the balance sheet of the Ministry of Children, Adolescents and Youth. The Ministry of Social Affairs pointed out that the priority is foster care rather than adoption.
In fact, as the department recalls, last year the financial compensation for host families was increased to facilitate the reception of children and adolescents, as well as a group of siblings and children with special educational needs. responsible for social affairs. Thus, the compensation for the adoption of one child or adolescent is currently 643.06 euros, and in the case of the adoption of a second minor, the compensation is 1,028.89 euros. If the minor is also disabled or is a teenager, the allowance is increased by 20%.
29 children were taken care of
Detailed data shows that there are currently 29 children and young people in foster care, 24 of whom are with relatives and five with foreign foster families. This is similar to the figures recorded for the whole of last year, when 34 minors were in care.
Two national adoptions in progress
Currently, there are two adoptions in progress at the national level. In the first semester of this year, six families expressed interest in adopting, and two of them have completed the assessment process. As of now, no international adoption assignments are pending, and none have been completed in the first half of this year. It is worth noting that the dedicated adoption service provides post-adoption follow-up services and has cared for 47 families and 20 children, adolescents and teenagers in the first half of this year.
The Ministry of Social Affairs recalls that the specialized adoption service of the Central Authority is aimed at establishing a clear resource of protection for children in a helpless situation who are declared to be removed for various reasons. Adoption is considered a legal, psychological and social process that integrates a minor into the embrace of a family other than his or her birth family as an ideal environment for the realization of his or her full development.
With regard to international adoptions, the Principality only processes adoptions of children from countries where the principles and rules of international adoption are guaranteed. The legal procedure is based on the Agreement on the Protection of Minors and Cooperation in Matters of International Adoption signed in The Hague on May 29, 1993. In this way, documents can currently be in the Philippines, the Slovak Republic, Andorra, the Dominican Republic, Chile and Colombia. With regard to new agreements aimed at expanding the range of countries where adoption documents can be processed, new possibilities for international adoption agreements are being studied. In this sense, it should be remembered that the specialized adoption service of the Central Authority is responsible for coordinating and supervising all aspects related to international adoptions.
