The Kaga Bandoro Customs Service in Nanagribizi is operational again after an absence of several years. But the return was far from easy for the customs authorities assigned to the area as the lack of infrastructure posed challenges to the operation of the service.
Due to the lack of infrastructure, the only agent deployed in the area has an office in the sub-county and works there at the same time. The controller is equipped with a chair and a table and receives users who come to fulfill their customs obligations.
“Our return is taking place within the framework of the redeployment of state power. I am alone, but along with some indicators, they are starting to raise awareness, because people have lost all concept of the role of customs in the region. Some don’t even want to pay customs duties to the state.” Grégoire Ndomanze, customs controller at Kaga Bandoro, explains.
Despite his good intentions to make things happen, he faces various challenges. Faced with reality, he is seeking support from Bangui.
“It’s not easy at all for economic operators. Sometimes I have to ask the police to intervene and force them to come to the customs office. There are also transportation problems due to the huge size of the city. It’s tiring. We have to have the staff and the logistics,” He hopes so.
Despite the recovery, the customs service still has a lot of work to do in replenishing local coffers. The reason for the absence of customs services in Nana-Gribizi is the military-political crisis of 2013. The region was occupied for years by Seleka rebels, who established a parallel government before leaving in 2021.
