Carmona’s Favorite – Process

During the administration of Emilio González Márquez, his Minister of Urban Development, Sergio Carmona Covarrubias, stood out by awarding millions of dollars in contracts to construction companies belonging to three of his friends. One of them was Guillermo Lara Vargas, who was appointed by Carmona last November as dean of the Jalisco State School of Civil Engineers (CICEJ). The Register of Contractors of the Secretariat of Urban Development (Sedeur) includes 2,820 companies, but only the 10 most favored ones belong to its owner, Sergio Carmona Ruvalcaba, who has won about 1.27 billion euros in construction contracts since 2007. To date. After consulting the state public property registry, Proceso Jalisco confirmed that the ten construction companies belonged to only three businessmen near Carmona and to Governor Emilio González Márquez himself: Guillermo Lara Vargas, dean of the Carmona School of Civil Engineers. Jalisco (CICEJ), as well as his predecessors Armando Mora Zamarripa and José Luis Brenez Moreno. Of the three, Brenez Moreno is the most favored by his friend Carmona, as well as Javier Sámano Sevilla, the director of monitoring, evaluation and institutional development at the Sedeur. Among the companies represented by Sámano Sevilla, the following stand out: Aldsanbm Construction Company; San Miguel Infrastructures; Bresa Constructors; Karol Urbanización and SB Civil Engineers. The five construction companies received a total of 44 direct tenders, 24 invited works and 4 tenders. Of the five companies, Breysa Constructora has benefited the most during the González Márquez administration, cashing 184 checks for 351 million 637 thousand 720 thousand pesos during this period. Breysa was established on March 16, 1999, by Public Deed No. 3381, with the following partners: Aurora Brenez Garnica, Fortunato Sánchez Estrada and Brenez Moreno himself, a native of San Miguel Epejan, Panindícuaro, Michoacán. His address is at Circunvalación Jorge Álvarez del Castillo 1310, in the rural community of Chapultepec. During the six years of González Márquez’s presidency, SB Ingenieros Civiles has received 123 checks for a total of 174 million 882 thousand 144 thousand pesos. The construction company was founded on May 29, 1998, by Public Deed No. 16174, with only Brenez Moreno and Sánchez Estrada as partners. On February 7, 2001, they transferred their shares to Martha Patricia Sandoval Huízar and Guillermina Mancilla Colmenares (Public Deed 4792), with Antonio Moreno Briseño remaining as legal representative. Brenez Moreno, currently Vice President of the Mexican Federation of Civil Engineers, was named after Ernesto Razón de la Mora and Braulia Colmenares Pérez in the company Aldsanbm Constructora, founded on June 5, 2007. A week later, Colmenares Pérez granted the brothers José Luis Moreno and Armando Brenez Moreno a general power of attorney so that they could carry out any type of legal campaign. To date, the construction company has received 45 checks from the state government for 92 million 228 thousand 144 pesos. In the case of San Miguel Infrastructure, the executive has issued 46 checks for works for 54 million 336 thousand pesos. The company was founded on December 20, 2001 (Public Deed 18027) by César Meraz Inzunza and María Hernández González. Meraz Inzunza was a partner of Armando Brenez Moreno in the field of pipeline and telephone network works (Public Deed 19281), founded on August 1, 2000. Through Public Deed 16028, César Meraz was granted general powers for activities such as litigation, collection, labor administration, etc. José Luis Brenez and Antonio Moreno (who also appear in the minutes of SB Ingenieros) were appointed as representatives of the shareholders’ meeting. Of the five construction companies of Brenes Moreno, Karol Urbanizaciones is the one that has received the least resources so far. According to the transparency page of the state government consulted by journalists, she has received only 24 checks for 32 million 99 thousand 936 pesos. Karol Urbanización was established on March 28, 2007 (Public Deed 2130), with Aurora and Carolina Brenez Garnica as the only partners. However, in Deed No. 13, dated June 6 of the same year, Aurora granted general power of attorney to José Luis Brenez and José Gabriel Nieves Meza in the presence of notary Ana Laura Mayoral Uribe. According to the articles of incorporation, in addition to Mora, Adalberto Sahagún Nápoles and Huitzilihuitl Barrios González are also partners in the construction company. Later, Raquel Medina Rosales, Francisco Yamal Cuevas Mora (Public Deed 10212), and Juan Manuel Mora Zamarripa and Eduardo Mora Blackaller joined the company. Mora is also the owner of Estudios, Proyectos y Construcciones, which has received 90 checks from the State Executive for 98 million 264 thousand 280 pesos. Public Deed 3052 states that the founding partners of the company are the brothers Juan Manuel, Celia Margarita and Rosa María Mora Zamarripa, as well as Juventino Rosales Domínguez and Isaura Zamarripa Hernández. It was not until May 30, 2007 (Public Deed 1195) that Armando Mora joined the company. In 2004, the representatives of studies, projects and construction were Blanca Estela Moreno Lemus and Eduardo Mora (Public Deed 762); today they are Francisco Cuevas Mora and Raquel Medina. For his part, Guillermo Lara Vargas, who was only elected president of the CICEJ on November 17 – despite an order from the 11th Civil Court of the First Judicial Party asking not to hold a meeting to renew the board – his close relationship with Carmona Ruvalcaba has paid dividends. In six years, 23 works have been awarded through invitational competitions, 78 directly and seven through public tenders. The companies of Guillermo Lara (namesake of the former football player promoter Guillermo Lara Guadarrama) are: Alquimia Grupo Constructor and Desarrollo Glar. The first was established on February 12, 2007 (Public Deed 1164) by Lara Vargas herself, who, according to notary records, was born on October 30, 1957 in the town of Tabasco, Zacatecas; Guillermo Emmanuel Lara Ochoa and student José Flores Gutiérrez, with the address 190 Penitenciaría Street. To date, the company has received 95 checks for the amount of 68 million 676,00488 pesos. Developer Glar was established by Lara Vargas and Lara Ochoa, according to Deed No. 1075, issued on June 12, 2006. But on February 22, Lara Vargas “donated” the shares of her partner Lara Ochoa to María Elena Padilla Rivera, retaining a 60% participation. From 2007 to date, Sedeur has delivered 103 checks to Desarrollo Glar for a total of 71 million 182 thousand 136 pesos. In addition, the institution headed by Carmona Ruvalcaba delivered 35 million 864 thousand 860 pesos to Lara Vargas in his personal capacity, who has 68 works in his collection. The dubious election has a red note on the file of the current president of the CICEJ. In 2003, he was arrested and charged with robbery under arrest warrant No. 6100/2003. The Fifth Criminal Judge of the First Judicial District ordered the arrest of the brothers Guillermo and José Carlos Lara Vargas, and Francisco Godínez González, charged by Pirámide Construcciones, SA de CV. The order was completed and Guillermo Lara has been booked. He is 51 years old and his process is documented in number 726/03, administrative file 138768. On October 26, on the eve of the election to designate the new president of the CICEJ, the Electoral Commission refused to register the orange form, titled Designed by Rodolfo Plaschinski Vázquez, because, according to the Commission, he is a member of the Jalisco School of Architects and because his title is Architect Engineer, “a profession different from civil engineering”. However, CICEJ member Gerardo González Herrera said that the CICEJ statutes provide that professionals with this qualification can be registered. In view of the refusal, Plaschinski filed a lawsuit with the 11th Civil Court (file number 1138/2011). On November 8, Judge Guillermo Renteria Gil ordered the suspension of the assembly scheduled for the 17th of that month, warning that “if the suspension or measures are not respected”, the CICEJ Electoral Commission “will be responsible for the sanctions imposed”. The Penal Code states this, whatever those may be civilly generated. ” The order was not followed. Gerardo González noted that the head of the Sedeur “is selling protection to fight (those who criticize him) in the coming years and to protect himself (when González Márquez’s government ends).”
