Initially, Mario Draghi’s report on Europe’s future competitiveness was expected to be published before the EU elections in June, but was postponed to September after the summer.
However, September is also the month when the responsibilities of the next European Commission are formed.

A Brussels insider told Euractiv that von der Leyen could not “sidestep” Draghi’s report because she personally requested it and announced it in her 2023 State of the Union speech.
It is well known in Brussels circles that von der Leyen thinks highly of the former Italian prime minister, whom she called “one of the greatest economic minds in Europe.”
Europe’s already depressed competitiveness has become a focus of future policy given the potential return of Donald Trump, intensifying competition with China and fracturing relations with Russia.
The report is expected to provide practical guidance on how to enhance the EU’s competitiveness, but officials have yet to reveal specific details.
One sign could be the closed-door discussions with Draghi at the collective meeting of the European Commission last January.
A person familiar with the matter told European Events that the bottom line of the meeting was that the Green Deal approach should be reviewed.
Von der Leyen reportedly asked EU commissioners not to reveal any details of her conversation with Draghi.
The President of the European Commission stressed the need to be “pragmatic” in achieving the goals of the Green Deal in a speech at the EU building in July.
Her centre-right European People’s Party (EPP) and the Liberals support a “more realistic” approach, while the EU Socialists and Greens have refused to back down on the Green Deal.
Furthermore, within the Commission, Green negotiations will also be difficult, especially with the Socialist Party’s Green Deal champion, Teresa Ribera, the Spanish nominee for Commissioner.
Draghi’s report is likely to provide von der Leyen with a roadmap for the EU’s path forward over the next five years, which will inevitably be reflected in the shaping of the investment portfolio.
What remains to be seen is whether, 12 years later, Draghi’s “whatever it takes” approach will be used to restore Europe’s competitiveness.
