Belgium withdraws ambassadorial offer to Rwanda amid tensions with Kigali

Belgium has decided to withdraw Rwanda’s request to approve the appointment of a new Belgian ambassador to Kigali, following a lack of response from Rwandan authorities. The decision comes amid growing diplomatic tensions between the two countries.

After six months of waiting and no response from Rwanda, Belgium issued an ultimatum in June, giving the Rwandan authorities 24 hours to decide on a new ambassador. Rwanda’s continued silence was interpreted as a rejection, forcing Belgium to formally withdraw its request for approval.

Relations between Brussels and Kigali have been strained for years. Outgoing Belgian Ambassador Bert Vermaesson will not be replaced for now. In addition, the post of Rwanda’s ambassador to Belgium has been vacant for a year after Brussels refused to appoint Vincent Karega, a former Rwandan ambassador to the Democratic Republic of Congo and South Africa, who was accused of involvement in controversial activities.

This tense diplomatic situation could have an impact on future relations between Belgium and Rwanda. Diplomatic contacts will continue at the level of chargé d’affaires, but without an ambassador, which complicates communication and bilateral cooperation.

On the Rwandan side, the Belgian note was well received and seen as a reciprocal measure. The Rwandan authorities confirmed that they took note of the decision, which also reflects their dissatisfaction with Brussels’ position, especially regarding regional tensions involving the Democratic Republic of the Congo.

Rwanda considers Belgium too supportive of DRC’s demands in its conflict with the Kigali-backed M23 rebel group in North Kivu province. As a result, the situation could heighten regional tensions and further complicate diplomatic relations between the two countries.
