The Ministry of National Planning and Development Coordination (MNPDC) has concluded five days of critical consultations to prepare the national development roadmap for the Medium Term Development Plan (MTDP 2025-2029).
This process is a key requirement of the Public Finance Management (PFM) Act 2013 and involves all SIG line ministries and agencies, covering current development programmes, projects and activities under the 2024 development budget and future development needs.
The consultation is an important platform to discuss gaps, issues, challenges and recommendations in development planning and programming. Its aim is to align development plans with government priorities and meet emerging needs for the 2025 development budget and the next four years.
Melchior Mataki, Permanent Secretary of MNPDC, stressed the importance of the MTDP as a 5-year instrument for the implementation of the National Development Strategy (2016-2035). The MTDP indicates our medium-term development needs and will support the MNPDC and SIG in meaningful discussions with donor partners.
“With less than three months to prepare and complete this important planning document, the MNPDC urges SIG ministries and agencies to collaborate in the data collection, consultation, submission and evaluation process and to provide further assistance where required. The target is for completion and submission to Parliament by September 2024,” Permanent Secretary Mataki said.
During the consultation, all line ministries will discuss strategies to address gaps, issues and challenges faced in implementing projects funded under the current development plan and the 2020-2024 development budget. Ministries will also review and identify feasible capital investment projects for implementation, focusing on projects that are well designed and have clear links to improved tax revenues and economic growth in the short, medium and long term. In addition, the consultation aims to strengthen reporting on development projects, an area of urgent improvement across the SIG.
MNPDC is committed to coordinating the preparation process to ensure timely completion of the MTDP before its submission to Parliament in the first three months of the next financial year. The MTDP serves as a medium-term (five-year) implementation tool for the National Development Strategy (2016-2035) and prioritizes policies and development programs that support the NDS within the national budget and with the support of development partners.
