Currently, 16.2 million people are registered with the National Social Insurance Agency. Of these, 12 million belong to social groups that receive benefits. Auditors are not satisfied with the work done by this large fund. Billions of dollars have been lost due to inefficient planning and use of funds. In Astana, not to mention other regions, the health institutions that receive the most funding through MASS are completely inadequate.

Common violations are related to registration and payment for medical services that should be provided free of charge. For example, it is known that patients pay for state-funded medical services and medicines are issued to citizens living abroad. Through double payment, 29 billion tenge was spent on inpatient and outpatient care. That is, the cost of state-funded treatment has been paid through the compulsory social insurance fund.

Most healthcare providers have only one director and one accountant, and only a seal. The building is rented out by the hour. There are furnished rooms belonging to the building’s owner, but sometimes they may not have the necessary equipment. Reception is conducted on an hourly basis, i.e. one clinic from 8 to 10 in the morning, and then the doctor changes. Sometimes it does not even change. In general, this does not violate the law, but in practice it raises questions about the quality standards of medical care.
