Mabiku Totokani – known as “Totho” to those close to him, is the new boss of the Executive Secretariat of the Independent National Electoral Centre CENI. He was appointed by the President of the Electoral Commission, Denis Kadima Kazadi, by Decision No. 002/CENI/BUR/22 of 6 January 2022.
“I have the honour to inform you of the decision n°002/CENUBUR/22 of the Office of the National Independent Electoral Commission, dated 6 January 2022, appointing you as National Executive Secretary, on this occasion I extend to you my warm congratulations to all the members of the plenary”, reads the letter dated Friday, January 7, 2022, addressed to the First Vice-President of the National Independent Electoral Commission, Bienvenu Ilanga Lembow.

According to his official curriculum, Mabiku Totokani is proficient in computer systems and databases. He has worked as an executive and expert consultant in several multinational companies.
In Kinshasa he is known for his work as an expert in the field of Information Technology and Project Preparation in various Ministries, but also for several coalition movements and NGOs in the field of independent and credible election data preparation and analysis for some countries in North America and Africa.
He has advised multiple NGOs and public figures around the world on the use of technology to ensure free, transparent, and independent elections. He has been working at Bank of America since August 2020.
With the appointment of a new National Executive Secretary of the National Electoral Commission and three opposition members of the National Assembly, the national electoral machinery is now complete.
