Caretaker Prime Minister Hussein Anos stressed the importance of the role of the Cabinet Committee and ministries in developing policies, plans, mechanisms and execution plans for the development of sectors in accordance with the vision and the specific implementation of these mechanisms in line with the directives conveyed by President Bashar al-Assad in his comprehensive speech at the opening of the fourth legislative session of the Council of Ministers, noting the importance of developing the work of ministries within the framework of the Council of Ministers to implement macro and sectoral policies.
At yesterday’s weekly Cabinet meeting, Anos stressed that the content of the speech should be a clear working method for the government team, both in terms of the approach to formulating policies, developing programs and tools, and in terms of objectively assessing reality and transparently developing appropriate and implementable solutions, and avoiding any promises that cannot be fulfilled in the current circumstances.
The Caretaker Prime Minister also stressed the need to adopt the ideas and guidance of the President of the Republic on creative thinking in addressing existing challenges, come up with unconventional solutions and not hesitate to propose any practical solutions, provided they are well thought out and based on clear and effective policies.
Anos called for a comprehensive review of the mechanisms for the implementation of public policies in various sectors and the continuation of the necessary measures to simplify procedures for micro, small and medium-sized enterprises, which are the fundamental core of economic development, and stressed the importance of having a single reference for these projects and scaling them up to the maximum extent possible, while defining clear financing mechanisms.
Arnous explained the importance of continuous coordination, cooperation and dialogue between all stakeholders to ensure that decisions are made in the best way, which is reflected positively and directly in the production process and improves the level of service, noting the need for coordination between the various stakeholders. In addition to arranging priorities and identifying important projects to be implemented in next year’s budget, the public and private sectors are following systematic and well-thought-out steps to revitalize the production process and stabilize the exchange rate.
The Council discussed a draft legislative instrument exempting persons from penalties for possession of unauthorized military weapons, ammunition, fireworks or weapon-mounted scopes, under conditions set out in Legislative Decree No. 51 of 2001 and its amendments. The aim was to address the problem of certain citizens possessing illegal weapons of war in order to protect themselves and their property from terrorist organizations and to encourage those who possess such weapons to apply for a licence or to surrender them to the competent government authorities for a period of time with immunity from criminal prosecution and penalties.
The Council reviewed the memorandum of the Ministry of Education on the strategic vision of strengthening the education system and linking it to the labor market, which includes giving play to the role of technical schools, supporting entrepreneurial ideas, encouraging students to build their own projects based on their ideas, increasing interest in vocational education schools, introducing new specialties that facilitate entry into the labor market and development of learning systems, spreading awareness of the importance of this type of education, preparing teachers for the application of artificial intelligence, and developing interactive. The Council stressed the importance of developing a clear timetable for the implementation of the strategy, developing an education system linked to the needs of the labor market, giving play to the role of educational mentors, increasing interest in first and second cycle education, and benefiting from communications and information technologies in the process.
The Council discussed the draft legislative instrument on a new mechanism for Chamber elections and the use of electronic voting methods.
The committee also approved the construction of a drinking water distribution system and a desalination plant in the city of Douma, as well as a drinking water treatment plant and installation of a solar energy system in the town of Sheba in rural Damascus.
