Article 116 of the Constitution of the Republic of Rwanda provides that the President of the Republic shall appoint the Prime Minister within fifteen (15) days of being sworn in.

The Prime Minister is elected, appointed and dismissed by the President of the Republic, and other members of the Government are also appointed by the President of the Republic after consultation with the Prime Minister.

The members of the Government, namely the Ministers, Secretaries of State and other officials appointed by the President of the Republic, are also appointed within fifteen (15) days of the Prime Minister’s appointment.

Deputy Government Spokesman Alain Mukuralinda said the President of the Republic will not wait for these 15 days to appoint a new Prime Minister and members of the Government.

“Even tonight or tomorrow you will see (the president of the republic) doing this, first he appoints the prime minister, you may see him keep the prime minister or change him or the government will go there, all I know is he cannot go beyond those (15) days because it is the law,” Mukulalinda said in a telephone interview with Kigali Today.

Some analysts continue to suggest that there is a good chance that Dr. Edward Ngirente will return to lead a new government within the next five years.

Another thing that happens after the head of state is sworn in, but even before the government is formed, is the start of work for the new members of parliament.

Before taking office, members of the House of Representatives must take an oath of office before the President of the Republic or the President of the Supreme Court, in accordance with article 66 of the Constitution.

Elections for other officials are ongoing

On August 16, the City of Kigali will elect members of the Kigali City Council to represent the region, with campaigning beginning on August 13, 2024.

The councillors representing the various districts of the City of Kigali will be elected as members of the Bureau of the City Council and members of the Executive Committee of the City of Kigali in an election that will take place on the day of the election before the City of Kigali Voting Assembly.

Next month, on September 16, 2024, elections for members of the House of Representatives and the Senate are scheduled to be held.

Campaigning for candidates for the Senatorial election is scheduled to begin on Monday, August 26, 2024, and end on Saturday, September 14, 2024.

The 12 senators elected in accordance with the national constitution will hold elections on September 16, 2024, and one senator representing public higher education institutions and one senator from private higher education institutions will be elected on September 17.
