The Senegalese National Assembly is still waiting for a general policy statement from Prime Minister Ousmane Sonko more than three months after taking office. According to a communication published on Friday, June 28, 2024, Sonko explained the delay by citing inconsistencies in the National Assembly’s internal statutes.
The prime minister explained that he would make a general policy statement to the National Assembly only after the parliamentary majority restored in the internal regulations all the provisions related to the prime minister’s post. These regulations were abolished when the post was abolished in 2019 and have not been updated since the restoration of the function in 2021.
The post of prime minister was abolished in 2019 under former President Macky Sall and was restored in 2021. However, the regulatory provisions related to this function have not yet been updated in the National Assembly’s internal regulations. This situation has created a deadlock, preventing Sonko from making overall policy statements to lawmakers.
Ousmane Sonko issued an ultimatum on July 15, demanding changes. Failing this, he announced that he would present a general policy declaration before a parliament composed of the sovereign people of Senegal, Senegal’s partners, and a jury of academics, BroadCast Unitedlectuals, and non-political citizen actors.
Opposition deputies from the Benno Bokk Yakaar bloc, the alliance of former President Macky Sall, which holds a majority in the National Assembly, condemned the stance. They accused Sonko of not trusting democratic institutions and asked the speaker of the National Assembly to set a date for the statement.
Tensions remain high within Senegal’s National Assembly, with arguments raging between the parliamentary majority and Prime Minister Ousmane Sonko. The coming weeks will be crucial to see if a solution can be found before Sonko issues his ultimatum.
