A recent report by UN experts highlighted Uganda’s support for the M23 armed group, which has been exacerbated by the conflict in the Democratic Republic of Congo (DRC).
Experts authorized by the UN Security Council revealed that Uganda allowed the transit of M23 forces and the Rwandan army through its territory. M23 armed movement leaders, including Sultani Makenga and Corneille Nangaa, reportedly participated in meetings with representatives of Congolese armed groups in Uganda.
For two years, every UN report has shown an increase in Rwandan support for the M23, an armed group that primarily perpetrates violence in North Kivu. From now on, Uganda is singled out for its active role in providing logistical and military support to the M23.
The new revelation dims prospects for peace in the Democratic Republic of Congo. In addition to Rwanda, Uganda’s support complicates stabilization efforts and could increase regional tensions. Experts call on the international community to take action to curb such interference.
The report also details Rwanda’s stepped-up military assistance to the M23. In January 2024, approximately 1,000 Rwandan soldiers joined the M23’s ranks. Despite international condemnation, Rwanda’s involvement has not abated, with between 3,000 and 4,000 Rwandan soldiers still stationed in the DRC.
Finally, the report mentions the formation of the Alliance River Congo (AFC), a political-military movement. This alliance is seen as an attempt to legitimize the M23 and divert attention from Rwanda’s involvement. The AFC continues to recruit new soldiers, exacerbating regional tensions and the complexity of the conflict in the Democratic Republic of the Congo.
