Uganda recently repatriated 97 Congolese police officers who had fled the fighting in eastern Democratic Republic of the Congo. These security forces fell victim to the offensive of the M23 rebel group and sought refuge in Uganda. The Ugandan army confirmed that this gesture was part of a humanitarian framework and in respect of international law.
The police were returned to the DRC with weapons, ammunition and other military equipment. Uganda, through its army, was keen to stress that the return was carried out in full transparency and in accordance with bilateral agreements. However, the situation at the border remains worrying, with a continued influx of refugees seeking to escape the intense fighting in the North Kivu region.
Violence has been increasing in the region for weeks, exacerbated by the offensive of the March 23 rebel group, which recently took control of the strategic town of Kanyabayonga, a position that allows them to expand their influence in other parts of North Kivu. This development forced many civilians as well as security forces to flee to neighboring countries.
Faced with the crisis, the Congolese army is redoubled its efforts to push back the insurgents. Military operations are underway, including the use of drones and aircraft to try to retake lost ground. But the situation remains tense and the outcome of the fighting remains unclear.
The outlook for North Kivu remains worrisome. The advance of the M23, combined with the desertion of Congolese security forces, could further destabilize the region. International efforts, including diplomatic negotiations, are essential to avoid an escalation of the conflict and a complete breakdown of security in eastern DRC.
