The Congolese government has accused Rwanda of carrying out interference operations in eastern Democratic Republic of Congo that have seriously compromised air security. Kinshasa has attributed the interference to the Rwandan army and the M23 rebel group, according to a technical investigation conducted by Congolese authorities.
Congolese authorities say these interferences threaten not only the safety of civil air transport, but also vital humanitarian missions. Dangerous interference with aircraft GPS systems has reportedly led to flight disruptions in the region. These interferences include interference through fake IP addresses and digital identity theft.
North Kivu is a province in eastern Democratic Republic of Congo, the site of conflict between the Congolese army and the Rwandan-backed M23 rebels. Kinshasa’s accusation against Kigali comes amid ongoing tensions and heavy fighting in the region. Faced with this situation, the Democratic Republic of the Congo decided to file a complaint with ICAO, demanding sanctions against Rwanda. The Congolese Ministry of Media and Communications compared these actions to the use of weapons of war against civilian targets and condemned Rwanda’s contempt for international law and the protection of civilian lives.
The airspace affected by the disturbance stretches from Goma to Beni via Butembo, Kanyabayonga and Kibimba. This vast flight zone is vital for humanitarian operations and civil air transport in North Kivu province, which has been severely affected by armed conflict.
The serious accusations made by Kinshasa against Rwanda and M23 are likely to exacerbate the already highly strained relations between the two countries. The international community will undoubtedly be called upon to intervene to guarantee air safety in this unstable region. The sanctions requested by the DRC to ICAO will be decisive for the future of relations between Kinshasa and Kigali.
