The draft National Security Law, approved by Parliament on Wednesday (7th), is specifically aimed at preventing risks and threats to the integrity of national security.
The news was revealed by Francisco Furtado, Minister of State to the Presidency of the Republic and Director of the Military Palace.
Speaking at a session of the National Assembly, the Minister of State clarified that, contrary to the previous law, the current diploma introduces the concept of national security using academic theories, which expands the scope and inclusiveness of activities by introducing the idea of a “national security” system, eliminating the community’s system.
An initiative of the executive branch, the National Security Law “aims to address major national and international challenges facing the country in the field of national security through better coordination of the institutions, agencies and services of the national security system, aimed at ensuring stability from threats and risks,” informed the National Assembly.
After giving general approval to the law, MP Pedro de Morais Neto of the Popular Liberation Army of Angola said: “National security is an important factor for the existence of the Angolan State as a sovereign and independent country and for the fight against all forms of threats that endanger the Angolan State. National sovereignty must be a priority.”
“In fact, democracy and development can only exist when security is free from any intrusion,” the MP defended.
UNITA representative Armando Cakpa said, “We have the sovereign opportunity to enact laws that are the guardians of the values that guided the Angolan people’s struggle for independence, because only with effective security guarantees will our system be able to guarantee sustainable development for all citizens.”
In the same tone, the president of the Humanitarian Party of Angola said that the proposed law is welcome “because it will allow the Angolan State to create conditions that guarantee the maintenance of peace and political, economic and financial stability.”
