The Extraordinary Open-ended Meeting of the Executive Committee of the Organization of Islamic Cooperation (OIC) Member States at the level of Foreign Ministers issued a final statement on Wednesday to discuss the ongoing crimes of Israel, the illegal occupying power, against the Palestinian people. The Extraordinary Open-ended Meeting of the Executive Committee discussed the ongoing crimes and illegal occupation of Israel at the level of Foreign Ministers of the OIC Member States. On August 7, 2024, the meeting was held at the headquarters of the General Secretariat of the Organization of Islamic Cooperation in Jeddah, Kingdom of Saudi Arabia, against the Palestinian people and its attacks on the sovereignty of the Islamic Republic of Iran; It is based on the principles and objectives enshrined in the Charter of the Organization of Islamic Cooperation.

The statement reaffirmed the decisions of the Organization of Islamic Cooperation on the issue of Palestine, the Holy City of Jerusalem and the Arab-Israeli conflict, in particular the Special Arab-Islamic Joint Summit to discuss Israeli aggression against the Palestinian people, to be held in Riyadh, Kingdom of Saudi Arabia in November 2023.

It also reaffirmed the principles of respect for the national sovereignty, territorial integrity, independence and territorial integrity of all member states, in accordance with the principles of the Charter of the United Nations and the Charter of the Organization of Islamic Cooperation.

He condemned in the strongest terms the political assassination of Palestinian leaders and held Israel, the occupying Power, fully accountable for it.

He reiterated his firm solidarity with the Palestinian people and their leadership in their just struggle to realize their legitimate national rights, including the right of return, self-determination and the sovereignty of an independent Palestinian State with Holy Jerusalem as its capital.

Strongly condemning the ongoing war crimes, aggression and genocide committed by Israel, the illegal occupying Power, in the Gaza Strip and the West Bank, including Al-Quds Al-Sharif, which have resulted in the martyrdom and massacre of Palestinians for more than 300 days. More than 140,000 Palestinian citizens have been injured, most of them women and children, vital facilities and infrastructure have been destroyed, and more than 2 million Palestinians have been displaced, demanding an immediate end to the Israeli aggression and Israeli policies. The Security Council affirms its firm opposition and response by all means to any attempt to expel the Palestinian people from their land.

Strongly condemned the assassination of former Palestinian Prime Minister Ismail Haniyeh in the Iranian capital of Tehran, and held that the illegal occupying power Israel should bear full responsibility for this criminal attack, which constituted a crime of aggression, a flagrant violation of the provisions of international law and the Charter of the United Nations, and a serious violation of the sovereignty and integrity of the Islamic Republic of Iran, the regional and national security, warned that the illegal occupying power Israel’s continued crimes undermined security and order. And called on the United Nations Security Council to intervene immediately and effectively within its responsibilities for maintaining international peace and security.

It reaffirms the central nature of the Palestinian and Al-Quds issues for the entire Islamic nation, as well as the need to preserve the Arab and Islamic character of Al-Quds and Palestinian sovereignty over it, which is an integral part of the Palestinian territory occupied since 1967 and the capital of the State of Palestine. It also stresses the need to respect the existing legal and historical status of the holy sites, especially the Al-Aqsa Mosque. The total area of ​​Haram Al-Sharif is 144,000 square meters, as it is a pure place of worship for Muslims.

Warning against the escalating pace of Israeli colonial settlements, the danger of annexation of the Occupied Palestinian Territory, and the daily attacks and crimes committed by the Israeli occupation forces and terrorist settler militias in the West Bank, including Occupied Jerusalem, against defenceless Palestinian citizens, their property, lands and sacred status, with the aim of forcibly displacing them, and affirming what is stated in the fatwa, calling for the need to take the necessary measures to hold the settlers accountable for their crimes, including imposing sanctions, including placing them on the list of terrorists and prosecuting them.

Expresses deep concern at the continuation and escalation of brutal crimes and unprecedented violations committed by the illegal occupying power, Israel, against thousands of Palestinian prisoners, including crimes such as executions, torture, starvation, rape, isolation and enforced disappearances, especially against detainees from the Gaza Strip, resulting in dozens of martyrs, and calls on relevant international organizations, including the International Committee of the Red Cross, to shed light on the fate of Palestinian prisoners, work to release them immediately, ensure their protection, and demand an independent investigation into all Israeli crimes and violations against them. In this regard, the Committee notes the report of the High Commissioner for Human Rights on the crimes committed by the occupying forces against prisoners and the systematic increase in cases of arbitrary detention by the Israeli occupying forces since October 7, 2023, and emphasizes the need for the illegal occupying power, Israel, to deal with Palestinian prisoners in accordance with international law, international conventions and relevant United Nations rules.

Strongly condemns the adoption by the illegal occupying Power of Israel of illegal racist laws, including the decision to reject the establishment of a Palestinian state and the designation of UNRWA as a terrorist organization, in an attempt to undermine its role and prevent it from carrying out its activities in the Occupied Palestinian Territory as part of its efforts to target Palestinian refugees and Palestinians, in addition to the decision to “legalize” settlement outposts and the piracy of Palestinian tax funds, which confirms what is stated in the law, the advisory opinion of the International Court of Justice, which states that the occupying Power has no sovereignty over the Palestinian land occupied in 1967, the geographical characteristics of which and its rights are recognized by the Palestinian people’s right to self-determination. The Independent calls on the international community to intervene decisively to put an end to these illegal Israeli measures.

Calls on the UN Security Council to assume its responsibilities, immediately and completely stop the Israeli aggression against the Palestinian people, and provide international protection to the Palestinian people by implementing resolutions 2720 and 2728, ensuring adequate and sustainable humanitarian assistance to all areas of the Gaza Strip, and calls on all countries to take necessary measures to prevent the illegal Israeli occupation authorities from continuing to commit crimes against the Palestinian people, and to ensure respect for and implementation of relevant UN resolutions, such as the preventive order issued by the International Court of Justice on the crime of genocide.

Calls on all OIC member states to unite and take necessary diplomatic, legal and political steps to confront the illegal actions of Israel, the occupying power, which are widening the regional conflict and endangering regional peace and security, and to change the escalation path in the region and seek a path to achieve regional and international peace and stability.

Warns, in particular, the Israeli Minister of National Security of the continued incursions into Al-Aqsa Mosque/Haram Al-Sharif, which are provocative steps that are condemned in the strongest terms and are a flagrant and unacceptable violation of international law and the existing historical and legal situation in Jerusalem and its holy sites, as well as a dangerous escalation that requires the international community, including the Security Council, to take immediate and effective measures to put an end to the situation and compel Israel, the occupying Power, to cease its attacks on the Palestinian people and its violations of international law and international humanitarian law and to refrain from any provocative steps in Al-Quds Al-Sharif, which would hurt the feelings of two billion Muslims in the world and a threat to the safety and stability of the region, stressing that Israel has no sovereignty over Jerusalem and the holy sites and that East Jerusalem is occupied Palestinian land.

Emphasizes the need to respect the existing legal and historical status of Islamic and Christian holy sites in Al-Quds Al-Sharif, including the role of the Jerusalem Endowment Authority and the Authority for Endowments, Affairs and Holy Sites of the Al-Aqsa Mosque, which is attached to the Jordanian Ministry, as the only body authorized and with exclusive jurisdiction to manage all affairs of the Al-Aqsa Mosque (Al-Quds Al-Sharif) and organize access to the holy sites of the Mosque within the framework of the historical Hashemite custodianship.

Calls upon all States to abide by their responsibilities under international law and the purposes and objectives of the Charter of the United Nations and its resolutions and to refrain from providing Israel, the occupying Power, with any means that would encourage it to continue its crimes and flagrant violations of international law and relevant United Nations resolutions.

Affirming its support for efforts aimed at holding Israel, the illegal occupying Power, accountable for its ongoing violations and crimes against the Palestinian people, and welcoming in this regard the recent legal advisory opinion of the International Court of Justice, which confirms the existence of “Israel” in the Occupied Palestinian Territory and its colonial settlements, and calling for the necessary measures to be taken to end the illegal Israeli occupation of the Occupied Palestinian Territory as soon as possible; The Security Council also calls on the International Criminal Court to expeditiously conclude its investigation into the war crimes and crimes against humanity committed and being committed by officials of the Israeli colonial occupation Government against the defenceless Palestinian people, and to bring the perpetrators to justice.

Strongly condemns the illegal Israeli occupation measures that target the facilities and employees of the United Nations Relief and Works Agency for Palestine Refugees (UNRWA), undermine its status and role and seek to deprive it of the immunities and privileges it enjoys, and reaffirms the mandate given to UNRWA by the United Nations and the need to continue its role and responsibilities as a priority from a political, humanitarian and relief perspective, which constitutes an element of stability in the region, and calls for permanent support to the Agency to enable it to continue to provide basic services to the Palestine refugees, particularly in the light of the worsening and suffocating humanitarian crisis in the Gaza Strip.

Emphasizes the importance of continued efforts by the Joint Arab-Islamic Ministerial Group, led by the Kingdom of Saudi Arabia, in the international arena to stop the brutal Israeli aggression against the Palestinian people and implement the International Court of Justice’s legal advisory opinion on the illegality of the Israeli occupation under the Convention on the Rights of the Palestinian People, and mobilize for further recognition of the State of Palestine and its full membership in the United Nations, as well as the convening of an international peace conference and the implementation of the two-State solution that will end the Israeli occupation and lead to the establishment of an independent State of Palestine on its borders on June 4, 1967, with Al-Quds Al-Sharif as its capital, in accordance with the relevant United Nations resolutions.

The Secretary-General is responsible for following up the implementation of the contents of this statement and submitting a report to the next Foreign Ministers’ Meeting.
