The Minister of Public Finance, Marcel Boloş, said on Tuesday on Digi24 that the Fiscal CNP is not a mandatory tool and can be used by any taxpayer who wants to protect his or her identity in their relationship with ANAF. “Our intention is to have it in force on July 1, 2025. This is a term that is determined according to the business environment and agreed to come into force,” announced Boloş, making several clarifications.
“Mr. Prime Minister and Mr. Chuca requested these meetings with the business environment. On July 29, we held the first meeting with the business environment to present the general concept of the fiscal CNP. We have put this project open for public comments until August 19, during which the business environment can present written comments and propose improvements, after which, based on these comments and those we receive during this period from any interested party on this subject, we will hold another meeting on August 26 to finalize the forms, which we will then present to the ruling coalition and then to the government with the solutions determined by consensus with the business environment. I have to make some clarifications about this option. : 1. It is an optional, not a mandatory tool, I need to make this clear once and for all. 2. Any taxpayer who wants to protect his or her identity and does not want to provide information about his or her personal digital code or other data of personal interest can use it in his or her relationship with ANAF. 3. For those who participate in the national tax credit system, for those who present tax receipts from areas of activity that are at risk of tax evasion, they can benefit from a tax credit on part of the value of these revenues, respectively, or those who present the vouchers will be refunded, or the tax credit can be used to offset other taxes.
The Fiscal CNP has this role, it is not mandatory and can only be used if the taxpayer wants to retain his personal identity in his relationship with tax or to participate in the State fiscal credit system, in which case this fiscal identity code must be placed on the tax bill, must be entered in the tax cash register, so that it can be taken over later in the State system, can be centralized to each person and that person can access the rights it confers”, said Boroš. Asked if the Fiscal CNP is intended to be operational and when, Marcel Boroš said: “Our aim is to have it operational on July 1, 2025. This is a term that was developed and agreed to come into force according to the business environment, it is the result of discussions I had with the business environment and I also explained the advantages for them, because in the end unfair competitors are the main enemies of honest taxpayers and they are the first to suffer because they will have to issue these tax certificates at the request of the buyer. The buyer has the right to take possession of the tax bill and obtain tax credits, which is a form of protection of national interests and the fight against tax evasion, which is growing in Romania”.
