PLAYA DEL CARMEN, Q. Roo. – In the Mexican Caribbean, relatives of the current Director General of the Federal Electricity Commission (CFE), Manuel Bartlett Díaz – his partner Julia Abdalá Lemus and his son León Manuel Bartlett Álvarez – have acquired, at underestimated costs, a large number of properties in strategic points that are now favored for their proximity to the federal government’s large projects in the region.

Some of these properties were acquired through procedures manipulated by officials today accused of corruption, and others were acquired for zero pesos on the Caribbean coast.

They all have one thing in common: their value has increased significantly thanks to support brought by the López Obrador government’s major infrastructure project: the Maya Train.

Although the project was mentioned in Enrique Peña Nieto’s PRI campaign in 2012 (as a trans-peninsular project with a route between Yucatán and Quintana Roo), it was expanded and finalized by López Obrador.

The properties were acquired between 2011 and 2019 through a company founded by León Manuel Bartlett Álvarez, son of a CFE director, while others have been delivered to Julia Abdalá Lemus.

Its expansion covers nearly 164 hectares in exclusive areas of Cancun, Playa del Carmen and Tulum.

In this interweaving of increasing the assets of the family of the CFE director, the names of some former PRI civil servants emerged, Manuel Bartlett Díaz, whose party held high positions in the Quintana Roo state government.

Many of them retired from public administration and politics, partly because they had been linked to or accused of public service irregularities and possible crimes in recent years, as was the case with former governor Roberto Borge Angulo.

Borge has been held in a prison in the state of Morelos since the beginning of 2018. He is accused of public service crimes such as illegal use of power, embezzlement, organized crime and the use of resources of illegal origin.

Bartlett Diaz served as a senator for the Workers’ Party, an ally of Morena, from 2012 to 2018, and then as director of the CFE under López Obrador, but his associates acquired luxurious land and properties in the most important federal job site in the current six-year term that will ultimately remain.

“Zero Peso” Purchase

Julia Abdalá Lemus, the romantic partner of Manuel Bartlett Díaz, has seen her assets grow exponentially in this part of the country.

In 2019, when Bartlett was already working with López Obrador as CFE director, Abdullah bought a luxury apartment in the La Privada condominium in the exclusive Tulum neighborhood of Aldea Zamá.

The property was purchased through a trust company, of which Banco Invex is the trustee.

Due to the proximity to the beach, the so-called “restricted area”, it is common for owners to be banking institutions through trusts, as foreigners, who are the largest buyers, cannot legally purchase real estate on the coast.

In this context, according to data from the Commercial Public Registry, Abdalá Lemus paid the department 2 million 581 thousand pesos 498.

The purchase was completed two years before the Fourth Quarter government embarked on construction of Jaguar Park, which is located just metres away.

It is a project proposed by President Andrés Manuel López Obrador as a nature reserve to protect the cats.

However, local environmentalists point out that the Jaguar Park is, in reality, a tourism scheme for the benefit of the rich, not for the benefit of the local ecosystem, because process Published in May 2023.

The condominium master plan stems from a public-private partnership agreement carried out in 2008 during the government of Félix González Canto, which approved the dissolution of 31 hectares of land belonging to the University of Quintana Roo at an undervalued price.

The lands have been acquired by different people, including Julia Abdalá.
