These future development plans were disclosed at a press conference held in Beijing to mark the closing of the Third Plenary Session of the 20th Central Committee of the Communist Party of China.
The overall goal of comprehensively deepening China’s reform is to continuously improve and develop the socialist system with Chinese characteristics and promote the modernization of the national governance system and governance capabilities.
General Secretary of the Central Committee Xi Jinping delivered an important speech, pointing out that “by 2035, a high-level socialist market economy will be fully established, the socialist system with Chinese characteristics will be further improved, the national governance system and governance capabilities will be generally modernized, and socialist modernization will be basically realized.”
He said all this would lay a solid foundation for building China into a modern socialist power by the middle of this century. He said that in order to steadily advance reform, “… we will focus on building a high-level socialist market economy, promoting full-process people’s democracy, and building a socialist cultural power.”
This includes improving people’s quality of life, building a beautiful China, pushing the construction of a peaceful China to a higher level, and enhancing the party’s leadership and long-term governance capabilities, he said.
He stressed that the reform tasks proposed in the resolution must be completed by 2029, the 80th anniversary of the founding of the People’s Republic of China.
The plenary session highly praised the achievements and results of comprehensively deepening reform since the new era, and studied the issues of further comprehensively deepening reform to promote China’s modernization.
It was pointed out that the current and future period is a critical period for socialism with Chinese characteristics to enter a new stage of development, comprehensively build a moderately prosperous society, and fully realize national rejuvenation.
China’s modernization process is constantly advancing in reform and opening up, and China’s modernization process will surely usher in broader prospects through further reform and opening up.
General Secretary Xi Jinping emphasized, “We must consciously place reform in a more prominent position, focus on promoting our country’s modernization, better respond to complex domestic and international situations, better adapt to a new round of scientific and technological revolution and industrial transformation, and better meet the new expectations of the people.”
It was emphasized that in order to further comprehensively deepen reform, we must adhere to Marxism-Leninism, Mao Zedong Thought, Deng Xiaoping Theory, the important thought of “Three Represents”, the Scientific Outlook on Development, and fully implement General Secretary Xi Jinping’s thoughts on socialism with Chinese characteristics for a new era.
“With economic system reform as the leader, promoting social fairness and justice and improving people’s well-being as the foothold, we will enhance the comprehensiveness, pertinence and effectiveness of reform”
He continued, “We will strive to make production relations better adapt to productivity, the superstructure better adapt to the economic base, and state governance better adapt to social development, providing strong impetus and institutional support for China’s modernization.”
He pointed out that a high-level socialist market economy is an important guarantee for China’s modernization, and said, “We must give better play to the role of the market, create a fairer and more dynamic market environment, and improve the efficiency and effectiveness of resource allocation.”
“We will liberalize market restrictions, strive to maintain market order and correct market failures while ensuring effective supervision. By doing so, we will ensure the smooth operation of the national economy and unleash the endogenous driving force and creativity of the entire society,” he assured.
