More than half of the country’s local health authorities revised their 2024 financial reports to reflect increased budget deficits.
Finnish regional healthcare authorities, also known as health service counties, expect losses in fiscal 2024 to be much higher than previously estimated, according to calculations provided to Yle by the Finnish Ministry of Finance.
In April this year, data submitted by local authorities to the Ministry of Finance showed that the total losses so far this year were around 860 million euros.
However, according to the revised figures, the budget deficit for 2024 will be around 1.25 billion euros, about 400 million euros more than originally estimated.
Further revisions to these figures are expected later this month.
According to the latest data, more than half of local governments expect losses to exceed expectations this year.
For example, the health service county in southwestern Finland, which had previously posted a loss of €85 million this year, has almost doubled its deficit to €160 million this year. Northern Savo, Lapland, Pirkmål and Central Finland are also expected to post large budget deficits this year.
In addition, the City of Helsinki, which provides health and social services for the capital region, now predicts that its budget deficit will be seven times higher than previously estimated, from €5 million to €35 million.
Only five regions lowered their deficit forecasts.

The total loss is more than 1.3 billion euros in 2023. The health service county is obliged to make up all budget deficits of this year and last year by 2026.
In addition, the government has set a target for all welfare service counties to break even by 2025 and will provide around 1.5 billion euros in additional funding.
However, if the health care and social services sectors continue to post heavy losses next year, the government may consider borrowing more money to cover the deficit or further cutting spending.
